Job Overview:
The Chief of Party (CoP) will lead the implementation of the USAID-funded 'Regional Resilience Activity in the Sahel Region,' which aims to enhance resilience among individuals, households, and communities in the Sahel. This position requires a strategic leader who will manage the program's operations across multiple countries, ensuring that all targets and deliverables are met on time and within budget. The CoP will be responsible for overseeing program staff, ensuring compliance with Mercy Corps and USAID policies, and representing the program to various stakeholders, including donors and government entities. The role emphasizes the importance of adaptive management and learning, promoting an inclusive culture that values community input and collaboration.
Duties and Responsibilities:
The Chief of Party will be responsible for providing strategic vision and leadership for the program, ensuring that implementation aligns with Mercy Corps' principles and the needs of the communities served. Key responsibilities include overseeing program start-up and ongoing management, ensuring compliance with guidelines and standards, and developing systems that support collaborative learning and adaptive management. The CoP will supervise procurement, Logistics, security, and Human Resources teams, ensuring that operational systems support field activities across all countries involved. Additionally, the CoP will manage the Program Management team, fostering a collaborative work environment and promoting accountability among team members. The role also involves financial oversight, ensuring compliance with USAID and Mercy Corps regulations, and maintaining effective communication with stakeholders and partners.
Required Qualifications:
Candidates must possess a Master's degree or equivalent in social science, management, international development, or a related field. A minimum of 8 years of relevant international development or humanitarian experience is required, with at least 5 years in a senior management role overseeing integrated, multi-sectoral programs. Experience as a Chief of Party for similar projects, particularly those involving multiple countries, is highly desired. Familiarity with USAID awards and donor regulations is essential, along with demonstrated skills in adaptive management and learning techniques. Strong leadership, personnel management, and decision-making skills are crucial, as well as the ability to build networks and influence stakeholders effectively.
Educational Background:
A Master's degree or equivalent in social science, management, international development, or a related field is required for this position. This educational background provides the necessary theoretical foundation and practical skills needed to navigate the complexities of international development and humanitarian work.
Experience:
The position requires a minimum of 8 years of relevant experience in international development or humanitarian work, with a focus on progressively greater responsibilities. Candidates should have at least 5 years of experience in a senior management role, particularly in managing large-scale, multi-Country Programs. Previous experience as a Chief of Party for projects of similar magnitude and complexity is highly preferred, along with a strong understanding of USAID regulations and compliance issues.
Languages:
Fluency in English and French is mandatory for this position, as effective communication in both languages is essential for managing diverse teams and engaging with stakeholders across the Sahel region. Additional language skills relevant to the local context may be considered an asset.
Additional Notes:
The Chief of Party position is based in one of the Sahel countries, likely Senegal or Burkina Faso, and is expected to be accompanied and secure. The role involves approximately 30% travel to field offices, which may present varying levels of security. Staff will have access to individual accommodation and essential services, including medical care and electricity. This position is not eligible for hardship or rest and recuperation benefits. Mercy Corps team members are expected to conduct themselves professionally and adhere to Local Laws and organizational policies during their deployment.
