Job Overview:
The position of Chef/fe d'équipe d'évaluation involves leading a team of independent evaluators to conduct evaluations related to UNFPA's mandate, focusing on areas such as sexual and reproductive health, youth, gender equality, and women's empowerment. The team leader will be responsible for the overall design and implementation of the evaluation, ensuring that all deliverables are produced on time and meet the required standards. This role requires a combination of leadership, technical expertise, and the ability to coordinate effectively with team members and stakeholders. The team leader will also play a crucial role in drafting and presenting evaluation reports and will be expected to maintain high-quality standards throughout the evaluation process.

Duties and Responsibilities:
The Chef/fe d'équipe d'évaluation will oversee the entire evaluation process, including the design of the methodology, coordination of the evaluation team, and ensuring the quality of evaluation products. Responsibilities include leading the development of the evaluation design report, managing the work plan, and preparing for fieldwork. The team leader will facilitate meetings with the evaluation reference group and the country office, ensuring effective communication with the evaluation manager. Additionally, the team leader will serve as a technical expert in one of the thematic areas of the country program, contributing to the evaluation's focus and depth.

Required Qualifications:
Candidates for this position should possess a postgraduate degree in public health, social sciences, demography, population studies, statistics, development studies, or a related field. A minimum of 10 years of experience in conducting or managing evaluations in international development or humanitarian aid is required. Candidates should have a deep understanding of data generation, analysis, dissemination, and utilization from population censuses and housing surveys, as well as experience in conducting complex evaluations for UN agencies or international organizations. Expertise in population dynamics and the political context of the country is essential, along with a strong knowledge of evaluation methodologies based on the theory of change and qualitative and quantitative data collection methods.

Educational Background:
A postgraduate degree in public health, social sciences, demography, population studies, statistics, development studies, or a related field is mandatory. Candidates should also have extensive experience in evaluation management within the international development or humanitarian sectors, specifically with a focus on the UN system.

Experience:
The position requires at least 10 years of relevant experience in conducting or managing evaluations, particularly in the context of international development and humanitarian assistance. Candidates should have a proven track record of leading complex evaluations and working with multidisciplinary teams of experts.

Languages:
Fluency in French is mandatory for this position, with a functional knowledge of English considered an asset. Candidates should demonstrate excellent written and oral communication skills in both languages, as effective communication is crucial for the role.
