Job Overview:

The role involves reporting to the Head of Field Office and working under the technical supervision of the Country Office Supply Chain unit. The Consultant will be responsible for ensuring the operational management and strategic coordination of logistics activities, which are vital for the effective delivery of humanitarian assistance in the Horn of Africa. The Berbera Hub serves as a strategic maritime entry point for humanitarian cargo destined for Somalia and neighboring countries, making this position integral to optimizing supply corridors and enhancing regional response capacity. The Consultant will also play a key role in strengthening operational performance, partner coordination, compliance, and reporting across the corridor, thereby contributing to WFP's mission of saving and changing lives.
Duties and Responsibilities:
The Logistics Officer (Consultant) will have a comprehensive set of responsibilities, including but not limited to: coordinating and managing daily logistics operations at the Berbera Hub, supervising the newly established WFP warehouse compound, overseeing shipping operations, managing the Berbera Corridor for timely and cost-effective delivery of humanitarian cargo, monitoring and evaluating the performance of service providers, collecting and analyzing technical and operational data, leading the preparation of transport plans and schedules, maintaining accurate logistics reports, coordinating with various stakeholders, supervising junior staff, identifying and managing supply chain risks, and supporting logistics innovation and knowledge-sharing activities. The Consultant will ensure that all logistics operations conform to WFP procedures and standards, thereby maintaining operational continuity and efficiency.
Required Qualifications:
Candidates must possess an advanced university degree in Supply Chain Management, Logistics, Transport, Economics, or relevant fields. Alternatively, a first university degree with additional years of relevant professional experience and/or training may be accepted in lieu of an advanced degree. Certification in Port or Maritime Logistics or Humanitarian Logistics is considered an asset. Candidates should demonstrate a strong understanding of end-to-end supply chain operations, including shipping, port handling, warehousing, and last-mile delivery, along with proven ability to manage logistics operations independently and coordinate across functions and locations. Knowledge of international shipping documentation and port regulations is essential, as well as strong data analysis and reporting skills.
Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Supply Chain Management, Logistics, Transport, or Economics. In cases where candidates possess a first university degree, they must have additional years of relevant professional experience and/or training that can be accepted in lieu of an advanced degree. Certifications in specialized areas such as Port or Maritime Logistics or Humanitarian Logistics will be viewed favorably and can enhance a candidate's profile.
Experience:
Candidates are expected to have at least three years of relevant professional work experience if they hold an advanced university degree. Alternatively, those with a first university degree should have a minimum of five years of relevant experience in supply chain management, logistics operations, or humanitarian logistics. Experience working with UN agencies, NGOs, or humanitarian partners is desirable and will be considered an asset for applicants.
Languages:
Fluency in English is mandatory, with a level C proficiency required. Additionally, intermediate knowledge (level B) of a second UN language is considered a plus and may enhance a candidate's competitiveness for the position.
