Job Overview:
The SRH / Maternal Health Specialist position is crucial for the effective implementation of UNFPA's activities in sexual and reproductive health and emergency obstetric care within the state office environment. The specialist will work collaboratively with state office staff, government entities, and implementing partners to plan, implement, and monitor programs aimed at improving sexual and reproductive health outcomes. This role involves contributing to the formulation and execution of reproductive and maternal health programs, ensuring alignment with national development frameworks and joint programming initiatives. The specialist will be a key member of the Integrated Sexual Reproductive Health and Rights Program Unit, working closely with other program units to ensure synergies and comprehensive service delivery. The position requires a proactive approach to establishing and maintaining collaborative relationships with various stakeholders, including government counterparts and civil society organizations, to effectively address emerging issues in sexual and reproductive health and rights.
Duties and Responsibilities:
The SRH / Maternal Health Specialist will be responsible for providing quality technical support to UNFPA implementing partners in project planning, implementation, and monitoring of program activities. Key responsibilities include facilitating the work of consultants and experts, establishing cooperative relationships with government counterparts and civil society organizations, and addressing emerging issues related to sexual and reproductive health and rights. The specialist will contribute to achieving program results by focusing on emergency obstetric and neonatal care, engaging men and boys, and ensuring that marginalized groups receive appropriate SRH interventions. Additionally, the specialist will work with implementing partners to design, plan, implement, and monitor initiatives related to rights-based quality SRH service delivery, including family planning and management of sexual and gender-based violence. Reporting on project progress, contributing to knowledge management strategies, and supporting the development of national capacities in SRH are also essential duties. The specialist will participate in communication, advocacy, and resource mobilization efforts, ensuring that SRHR issues are integrated into national development plans and frameworks. Emergency preparedness and contingency planning will also be part of the responsibilities, along with any other duties assigned by UNFPA leadership.
Required Qualifications:
Candidates must possess an advanced degree in Public Health, Medicine, Health Sciences, or a related discipline. A minimum of five years of progressively responsible professional experience in sexual and reproductive and maternal health at the national level is required. Experience in program/project management, particularly in large multi-sector projects, is essential, along with a strong understanding of the national health system and models for health service provision. Knowledge of quality care, human rights in health services, and culturally sensitive programming is crucial. Familiarity with the Minimum Initial Service Package for Reproductive Health is also important. Candidates should demonstrate expertise in program planning, design, monitoring, and evaluation, with a proven track record of producing high-quality results. Proficiency in Microsoft Excel for data management and analysis is required.
Educational Background:
An advanced degree in Public Health, Medicine, Health Sciences, or a related field is mandatory for this position. This educational background provides the necessary foundation for understanding the complexities of sexual and reproductive health and rights, as well as the ability to engage effectively with various stakeholders in the health sector.
Experience:
The position requires at least five years of increasingly responsible professional experience in the field of sexual and reproductive and maternal health, particularly at the national level. Candidates should have experience in program/project management, including involvement in large multi-sector projects and collaboration with relevant partners. A strong understanding of the national health system and the provision of health services is essential, along with demonstrated expertise in program planning, design, monitoring, and evaluation.
Languages:
Fluency in both English and Arabic is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, including government counterparts, implementing partners, and civil society organizations. Additional language skills may be considered an asset but are not mandatory.
