Job Overview: The position of Category B Consultant is integral to the EU4Health project, which aims to secure access to healthcare for refugees and displaced Ukrainians in selected EU Member States and the Republic of Moldova. The consultant will be responsible for delivering a series of resilience tests to evaluate the national health systems' responses to the influx of war-related migrants. This role requires a deep understanding of the health system in Moldova, as well as the ability to collaborate with various stakeholders to assess vulnerabilities and propose actionable solutions. The consultant will work closely with IOM and the European Observatory on Health Systems and Policies to develop tailored resilience testing methodologies and facilitate workshops that engage key health actors in the region. The consultant's outputs will directly inform policy development and enhance the capacity of health systems to respond to migration-related challenges.
Duties and Responsibilities:
Develop an adjusted scenario using the OBS template to reflect the impact of migrant influx on Moldova's health system, summarizing existing data on the health system's response.
Collaborate with national counterparts to propose a list of resilience testing workshop participants, ensuring representation from key agencies involved in the migration response.
Create a set of resilience test questions tailored to the local context, working closely with researchers and facilitators.
Facilitate the resilience test day, providing guidance through a set of slides and ensuring effective engagement of participants.
Share the final scenario and questions on the online resilience testing repository post-event.
Compile a country findings report summarizing background research and outcomes of the resilience test event, adhering to the provided template.
Required Qualifications: The ideal candidate will possess extensive experience in public health and migration health, with a strong background in facilitation and a comprehensive understanding of the health system and migration landscape in Moldova. Candidates should demonstrate in-depth knowledge of national health policies, institutional frameworks, and the roles of key health actors, including the Ministry of Health and relevant international partners. A proven track record in conducting and coordinating research on public health and migration topics is essential, along with skills in synthesizing complex data and translating findings into actionable insights. Experience in managing multi-stakeholder dialogues and facilitating workshops aimed at enhancing healthcare access for migrant populations is highly desirable.
Educational Background: Candidates should have a relevant degree in public health, social sciences, or a related field. Advanced degrees (Master's or PhD) are preferred, particularly those focusing on health systems, migration, or public policy. Additional certifications in facilitation or project management would be advantageous.
Experience: Candidates must have significant professional experience in public health and migration health, ideally with at least 5-7 years of relevant work experience. Experience in the Republic of Moldova's health system and migration landscape is particularly valuable, as is a history of engaging with governmental and non-governmental stakeholders in health-related initiatives.
Languages: Fluency in English is mandatory, as all deliverables must be submitted in English. Proficiency in Romanian or Russian is highly desirable, as the consultant will be required to communicate effectively with local stakeholders and facilitate workshops in the local language.
Additional Notes: This consultancy position may require travel within Moldova and potentially to other EU Member States. The contract duration is subject to funding confirmation, and the position may be home-based for consultants who do not need to travel. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
