Job Overview:
The consultancy aims to support the Government of Tanzania and UNFPA in implementing national commitments to address Technology-Facilitated Gender-Based Violence (TF-GBV). The consultant will adopt an inclusive, evidence-based, and multi-stakeholder approach to identify gaps and opportunities across sectors. The role involves promoting accountability, guiding efforts to strengthen national and subnational capacities, and ensuring that digital spaces are safe and accessible for all women and girls in Tanzania, particularly those from marginalized groups. The consultant will be responsible for mapping policies, laws, and strategic frameworks related to TF-GBV, identifying key stakeholders, documenting relevant programs, analyzing gaps, and developing actionable recommendations.

Required Qualifications:
Candidates must possess an advanced degree in Gender Studies, Public Policy, Digital Rights, Law, or related fields. They should have proven professional experience in policy analysis, ICT/digital rights, and GBV prevention. An in-depth understanding of Tanzania’s legal, policy, and sociocultural context is essential, along with experience in stakeholder mapping and qualitative research. Strong communication and interpersonal skills are required to engage effectively with diverse stakeholders.
Educational Background:
An advanced degree in Gender Studies, Public Policy, Digital Rights, Law, or related fields is required for this position. This educational background will provide the necessary theoretical and practical knowledge to effectively analyze policies and engage with stakeholders in the context of TF-GBV.
Experience:
Candidates should have substantial experience in policy analysis, ICT/digital rights, and GBV prevention. Experience in stakeholder mapping, policy analysis, and conducting qualitative research, including key informant interviews and focus group discussions, is essential. The consultant should also demonstrate strong communication and interpersonal skills to effectively engage with a diverse range of stakeholders.
Languages:
Fluency in both English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to ensure effective engagement with local stakeholders and communities.

The consultancy is expected to last for 4 months, with a total of 40 working days. The assignment will commence on 2 June 2025 and conclude no later than 6 October 202

- Stakeholder Mapping: Identify and categorize key stakeholders involved in TF-GBV prevention and response, including government officials, civil society organizations, and technology companies.
- Programme and Initiative Mapping: Document ongoing and past initiatives addressing TF-GBV and related digital safety issues.
- Gap Analysis and Recommendations: Analyze existing policies and programs to identify gaps and propose actionable strategies for improvement.
- Policy Brief Development: Prepare a concise policy brief summarizing findings and recommendations for policymakers and stakeholders.

- The consultant will work off-site and participate in virtual meetings as requested by UNFPA. Payment will be issued in three tranches based on the approval of deliverables, and the consultant is expected to provide all necessary equipment and software for the assignment. UNFPA will cover travel costs for any necessary in-person meetings.
