Job Overview:
The Field Office Coordinator will work under the general supervision of the UNFPA Representative and the direct supervision of the Humanitarian Program Coordinator. This role involves close collaboration with other program officers and the operations team. The coordinator is responsible for contributing to the design and formulation of the program, ensuring the integration of humanitarian issues into the country program and annual work plans. The position requires coordination of project implementation, strategies, and activities within the assigned area of responsibility. The coordinator will also develop project proposals for humanitarian interventions to be submitted for internal funding and donor support, maintain close relationships with partners in the field, and promote effective communication regarding the programs under their charge. Additionally, the coordinator will enhance the capacity of implementing partners in humanitarian interventions and ensure efficient resource management and safeguarding of assets.

Duties and Responsibilities:
The Field Office Coordinator will be responsible for scanning the environment for programming purposes, contributing to the analysis of socio-demographic, health, environmental, political, and economic factors relevant to humanitarian emergencies. They will represent UNFPA in discussions with government partners, UN agencies, and civil society organizations to ensure UNFPA's priorities are integrated into field interventions. The coordinator will assist in developing and implementing humanitarian responses, ensuring that reproductive health, population, youth, gender issues, and data collection are included in emergency and recovery phases. They will oversee the preparation and distribution of goods, manage financial requests and expenditures, and ensure compliance with approved budgets. The coordinator will also be responsible for reporting on project execution, documenting best practices, and strengthening the capacities of implementing partners. They will contribute to resource mobilization efforts and develop partnerships, preparing project proposals and donor documentation as needed.

Required Qualifications:
Candidates must hold at least a Master's degree in health, international relations, demography, social sciences, or program management. They should have a minimum of five years of experience in managing activities in emergency situations, with a focus on reproductive health, gender-based violence, policy formulation, and program monitoring and evaluation. A strong understanding of minimum emergency health standards in crisis situations and experience working with humanitarian actors, including NGOs and UN agencies, is essential. Proficiency in computer applications, including spreadsheets and word processing, is also required.

Educational Background:
A Master's degree in a relevant field such as health, international relations, demography, social sciences, or program management is mandatory for this position. This educational background is crucial for understanding the complexities of humanitarian interventions and the management of health programs in crisis situations.

Experience:
The position requires at least five years of professional experience in managing activities in emergency contexts. Candidates should have experience in reproductive health, gender-based violence response, policy formulation, and program monitoring and evaluation. Familiarity with emergency health standards and crisis management processes is also necessary, along with the ability to work effectively in challenging environments and maintain strong interpersonal skills.

Languages:
Fluency in French (both oral and written) is mandatory, along with a good command of English (oral and written). Proficiency in these languages is essential for effective communication with partners and stakeholders in the humanitarian context.
