Job Posting Organization: The position is located within the Vehicle Regulations, Road Traffic Safety and Transport Innovations Section of the Sustainable Transport Division (STD) of the Economic Commission for Europe (UNECE). UNECE was established to promote pan-European economic integration and cooperation. It operates in 56 member countries and focuses on various sectors including transport, environment, and trade. The organization aims to foster sustainable development and improve the quality of life in the region through effective policies and regulations.
Job Overview: The Chief of Section will lead and supervise the work programme of the Vehicle Regulations and Transport Innovations Section. This role involves coordinating activities of various working parties under the World Forum for Harmonization of Vehicles Regulations (WP.29) and providing substantive and policy direction. The incumbent will participate in the formulation and management of mandated programmes, including analytical and capacity-building activities, and will act as secretary to several committees. The position requires a strong focus on vehicle safety, environmental performance, and the implementation of vehicle-related agreements. The Chief will also represent the section at international meetings and advise the Director on relevant policy and technical aspects.
Duties and Responsibilities:
Lead and supervise the work programme of the Vehicle Regulations and Transport Innovations Section, coordinating staff activities.
Act as secretary to the World Forum for Harmonization of Vehicles Regulations (WP.29) and its committees, planning and organizing their activities.
Provide legal and policy support to Contracting Parties for monitoring and implementing vehicle-related agreements.
Oversee contributions to the Inland Transport Committee (ITC).
Lead analytical activities focusing on vehicle safety and environmental performance.
Ensure cooperation with the UNECE Road Traffic Safety Forum and other divisions.
Advise the Director on policy and technical aspects, including e-mobility and Intelligent Transport Services.
Represent the section at international meetings.
Perform other related duties as required.
Required Qualifications: Candidates must possess advanced knowledge in transport, specifically in vehicle regulations and safety. They should demonstrate the ability to supervise analytical activities and produce comprehensive reports. Strong organizational skills and the ability to manage inter-governmental meetings are essential. Candidates should also exhibit professionalism, effective communication skills, and the ability to lead and motivate a team.
Educational Background: An advanced university degree (Master’s degree or equivalent) in mechanical engineering or a related field is required. A first-level university degree in mechanical engineering combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A degree in economics or law is desirable.
Experience: A minimum of 10 years of relevant experience in motor vehicle regulations is required. Candidates should have experience in vehicle safety, emissions control, and regulatory aspects. Demonstrated management experience is essential, and familiarity with multilateral treaties and administrative procedures is desirable.
Languages: Fluency in English with excellent drafting abilities is required. Knowledge of French, another UN official language, is desirable.
