Job Overview: The Climate Infrastructure Specialist will play a crucial role in developing an active pipeline of transformative proposals aimed at mobilizing public investment in climate mitigation and adaptation, particularly in the infrastructure sectors such as Transport, Energy, and Water. This position requires a commitment to making a measurable difference in addressing global climate change challenges. The Specialist will be responsible for project origination, technical review, structuring, implementation, and portfolio management across the Africa Department (DAFR). The role involves engaging with GCF’s accredited entities, National Designated Authorities, and partner organizations in developing countries, particularly in Africa, to ensure the success of the projects. The Specialist will also need to adapt GCF procedures to achieve strategic objectives related to public sector infrastructure projects and apply industry best practices to deliver on team goals.
Duties and Responsibilities: The duties and responsibilities of the Climate Infrastructure Specialist include:
Developing an active pipeline of transformative projects and proposals for climate mitigation and adaptation, focusing on infrastructure.
Leading project origination, technical review, structuring, implementation, and portfolio management across the Africa Department.
Engaging with policymakers, senior government officials, and industry players to assess investment theses.
Collaborating with domain-level specialists to identify and develop risk mitigation strategies related to funding proposals.
Delivering proposal reviews and assessments promptly, ensuring compliance with GCF’s investment criteria.
Managing the project cycle, including maintaining the project database and coordinating with relevant teams and accredited entities for effective project implementation.
Building relationships with stakeholders to facilitate proposal reviews and post-approval processes.
Contributing to the development of efficient processes and procedures for internal and external stakeholders.
Required Qualifications: Candidates must possess a Master's level degree in finance, MBA, CFA, or equivalent, with additional studies in ESG investing, sustainable finance, climate finance, or related fields. Alternatively, a relevant Bachelor's degree with an additional 2 years of relevant work experience is acceptable. A minimum of 9 years of relevant work experience in climate finance, impact investment, investment advisory, or regional/international investment facilities is required. Candidates should have demonstrated experience in leading and structuring investment proposals in impact investing, ESG, or climate mitigation/adaptation, along with a proven track record in project management, transaction appraisal, financial structuring, and deal management.
Educational Background: The educational background required for this position includes a Master's level degree in finance, MBA, CFA, or equivalent, with additional studies in ESG investing, sustainable finance, climate finance, or related fields. Alternatively, a relevant Bachelor's degree with an additional 2 years of relevant work experience is acceptable. This educational foundation is essential for understanding the complexities of climate finance and investment strategies.
Experience: Candidates should have at least 9 years of relevant work experience in climate finance, impact investment, investment advisory, and regional or international investment facilities. Experience in leading and structuring investment proposals, project management, and financial structuring is crucial. Familiarity with climate finance projects in international or developing countries, particularly in Africa, is highly desirable. Relevant experience in an international setting is also important, as is the ability to manage risks associated with projects and programs.
Languages: Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages such as French, Arabic, and/or Portuguese is considered a valuable asset and is encouraged, as it enhances communication with diverse stakeholders and partners.
Additional Notes: The position is classified at the IS-4 grade level, with a salary of USD 129,400, plus attractive benefits that include allowances for relocation, dependency, housing, education assistance, and home country travel.
