Job Overview: The Climate Impact Project Specialist will report to the Regional Director and is tasked with ensuring that GCF’s investments lead to measurable, monitorable, and credible results. This role focuses on the Asia Pacific or Africa region and requires collaboration across all GCF divisions, external stakeholders, and delivery partners. The specialist will provide scientific advice on funding proposals at all stages of development, ensuring alignment with the latest climate change knowledge and articulating current or projected climate change risks. The position involves project origination, implementation, and portfolio management support, ensuring successful project structuring and delivery while optimizing the portfolio for maximum impact through GCF investments. The specialist will also be responsible for providing independent guidance on climate rationale, GHG reduction estimates, and ensuring the integrity of project measures related to climate change adaptation and mitigation impacts.
Duties and Responsibilities:
Provide thorough and actionable independent guidance on climate rationale, Theory of Change, GHG reduction estimates, relevant indicators, methodologies, and measurement approaches for Concept Notes, Project Ideas, and funding proposals.
Ensure and validate that projects measure climate change adaptation and mitigation impacts, including GHG mitigation calculations, to maintain a high-quality GCF project pipeline.
Support the application of the Fund’s investment criteria and other policies in the review of funding proposals and readiness proposals.
Improve and integrate ICT tools related to pipeline and portfolio management.
Build and capitalize on lessons learned and good practices to optimize the pipeline review and post-approval process.
Ensure optimal project design and delivery through technical review of readiness grants and funding proposals.
Provide technical guidance to project teams and external stakeholders to strengthen capacities and improve the quality of project proposals.
Interact with internal and external stakeholders to facilitate proposal reviews and post-approval processes.
Provide technical advice on climate change adaptation and resilience throughout the funding proposal lifecycle. 1
Lead on analytical and procedural stages of processing concept notes and funding proposals, maintaining the project database across relevant stages of the GCF project cycle. 1
Support project cycle management and coordinate with relevant teams and Accredited Entities for effective project implementation post-approval. 1
Lead corporate, divisional, and team initiatives as assigned.
Required Qualifications:
Master’s degree in Climate Science or relevant Earth Science, or engineering with knowledge of climate impact assessment, climate finance tools, and implementation models across various sectors; or a relevant Bachelor’s degree with an additional 2 years of relevant work experience.
At least 9 years of relevant work experience, with 3 to 5 years in a regional or multilateral development bank or development financing institution, or in a climate impact consultancy context developing climate action proposals.
Strong monitoring and evaluation design and implementation skills, particularly related to GHG accounting.
Proven project management experience, including design and implementation.
Relevant experience in international settings and unquestionable integrity with adherence to high ethical standards.
Excellent business writing and presentation skills, with the ability to articulate complex issues concisely.
Educational Background: Candidates must possess a Master’s degree in Climate Science or a related field, or a Bachelor’s degree with additional relevant work experience. The educational background should include knowledge of climate impact assessment and climate finance tools, as well as enablers and implementation models across various sectors.
Experience: The position requires at least 9 years of relevant work experience, with a minimum of 3 to 5 years in a regional or multilateral development bank or development financing institution, or in a climate impact consultancy context. Candidates should have a strong background in developing climate action proposals that address climate change adaptation and mitigation in developing countries.
Languages: Fluency in English is mandatory, and proficiency in relevant languages related to GCF regions is considered advantageous. Candidates should be able to communicate effectively in both verbal and written forms.
Additional Notes: This position is classified as IS-4 and offers a salary of USD 129,400, along with attractive benefits including relocation, dependency, housing, education assistance, and home country travel allowances.
