Job Overview: The (Senior) Social Development Specialist – Labor will play a crucial role in integrating environmental and social dimensions into AIIB's operations, particularly focusing on labor and working conditions (LWC). This position is essential for ensuring that AIIB's projects align with its Environmental and Social Policy (ESP) and contribute to sustainable infrastructure development. The specialist will engage in various activities, including evaluating environmental and social sustainability, managing risks associated with investment projects, and providing transaction support. The role requires collaboration with project teams and clients to ensure compliance with environmental and social assessments, and to enhance the overall impact of AIIB's financed projects.
Duties and Responsibilities: The duties and responsibilities of the (Senior) Social Development Specialist – Labor include:
Operational Support: Participate in the identification, appraisal, design, and implementation of investment programs and projects, evaluating their environmental and social sustainability. Manage environmental and social risks and impacts associated with both Sovereign-backed and Non-sovereign-backed Financing projects. Conduct due diligence assessments and field visits as necessary. Guide clients in preparing and implementing environmental and social impact assessments (ESIAs) and management plans. Monitor project implementation and address any compliance issues.
Knowledge Management and Capacity Building: Contribute to AIIB’s knowledge base on environmental and social aspects, particularly labor management. Develop and conduct training on sustainability and compliance for AIIB staff and clients.
Labor and Working Conditions: Act as the LWC Focal Point, advising project teams on managing labor and supply chain risks. Monitor and evaluate labor conditions across AIIB’s project portfolio.
Required Qualifications: Candidates must possess an advanced degree (Masters or PhD) in relevant fields such as labor law, human resource management, social science, or environmental science. A minimum of 8 years of professional experience in environmental and social planning and management, particularly in labor and working conditions, is required. Expertise in labor-supply chain issues, child labor, and forced labor is essential, preferably within the context of multilateral development banks or international standards. Proven experience in conducting labor assessments and audits, as well as in managing environmental and social aspects of infrastructure projects, is necessary. Strong communication skills in English are mandatory, and knowledge of local languages in AIIB investment countries is advantageous.
Educational Background: The educational background required for this position includes an advanced degree (Masters or PhD) in labor law, human resource management, industrial relations, social science, environmental science, engineering, planning, community development, law, or a related discipline. This educational foundation is critical for understanding the complexities of labor and social issues within the context of infrastructure development.
Experience: The position requires a minimum of 8 years of relevant professional experience. Candidates should have a strong background in environmental and social planning and management, particularly in labor and working conditions due diligence. Experience working with multilateral development banks, bilateral donors, or private sector organizations is highly desirable. Proven ability to manage complex tasks within multi-disciplinary teams and to work effectively under pressure is essential.
Languages: Fluency in English is mandatory for this position. Knowledge of the local language(s) of the countries where AIIB invests would be considered an advantage, as it would facilitate communication and engagement with local stakeholders and enhance the effectiveness of project implementation.
