Job Overview:
The Social Development Associate will play a crucial role in integrating social development dimensions into AIIB's operational work. This position recognizes the importance of social issues in the development of sustainable infrastructure. The associate will be involved in activities that address social dimensions of policies, programs, projects, technical assistance, and training. Additionally, the role includes managing social risks and impacts associated with investment projects, ensuring compliance with AIIB's Environmental and Social Policy (ESP). The associate will support the formulation and implementation of social development aspects of AIIB’s strategies and projects, participate in the design and implementation of investment programs, and prepare Social Impact Assessment Reports and Resettlement Plans across various sectors such as water, energy, and transport.

Duties and Responsibilities:
The duties and responsibilities of the Social Development Associate include:
  • Supporting the formulation and implementation of social development aspects of AIIB’s strategies, policies, programs, and projects.
  • Participating in the identification, appraisal, design, and implementation of investment programs and projects, focusing on social impact assessments.
  • Preparing Social Impact Assessment Reports and Resettlement Plans for projects in priority sectors.
  • Assisting clients in designing and implementing social assessments of plans and frameworks, including social management and involuntary resettlement.
  • Managing social risks and impacts of investment projects through social reviews and compliance studies.
  • Monitoring environmental and social aspects in projects under implementation.
  • Developing and monitoring action plans to address compliance issues with social requirements.
  • Coordinating the disclosure and consultation processes for environmental and social assessments at the project level.
  • Contributing to the development of AIIB’s approach to issues such as gender, labor, and disability. 1
  • Coordinating project-level grievance resolution mechanisms. 1
  • Developing training on social safeguard systems for AIIB staff and clients.

Required Qualifications:
The position requires an advanced degree (Masters or PhD) in social science, environmental or natural science, engineering, planning, community development, law, or a related discipline. Candidates must have a minimum of 3-5 years of relevant professional experience in environmental and social planning and management, preferably with a multilateral development bank, bilateral donor, or private sector organization. Proven expertise in planning and managing environmental and social aspects of infrastructure programs is essential, along with experience in preparing Environmental and Social Impact Assessments (ESIAs) and Environmental and Social Management Plans (ESMPs). Candidates should demonstrate effective participation in project development and supervision, including project design and feasibility studies, and have experience in monitoring E&S aspects for projects under implementation.

Educational Background:
Candidates must possess an advanced degree (Masters or PhD) in relevant fields such as social science, environmental or natural science, engineering, planning, community development, law, or related disciplines. This educational background is crucial for understanding the complexities of social development and environmental management in infrastructure projects.

Experience:
The position requires a minimum of 3-5 years of relevant professional experience in environmental and social planning and management. This experience should ideally be gained while working for or as a consultant to a multilateral development bank, bilateral donor, or private sector organization. Candidates should have a proven track record in managing the environmental and social aspects of infrastructure programs and projects, particularly in sectors such as energy, transport, water, and urban development.

Languages:
Excellent written and verbal communication skills in English are mandatory. Knowledge of the language(s) of a country in which AIIB invests would be considered an advantage, enhancing the ability to engage with local stakeholders and clients effectively.
