Job Overview:
The Programme Coordinator plays a crucial role in the effective execution of the UNFPA Cooperation Programme, particularly in partnership with Canadian cooperation. Based in the Health Directorate of Tambacounda and covering the Health Directorate of Kédougou, the Coordinator will significantly contribute to the formulation, implementation, monitoring, and evaluation of UNFPA's interventions in Senegal, focusing on reproductive health, gender, population, and development. The role requires fostering better integration of the International Conference on Population and Development (ICPD) agenda and the Sustainable Development Goals (SDGs) into local development plans and strategies. The Coordinator will provide integrated technical and programmatic support to implementing partners in the regions of Tambacounda and Kédougou, ensuring alignment with UNFPA's strategic planning framework and promoting regional leadership in the implementation of the 8th Cooperation Programme.

Duties and Responsibilities:
The Programme Coordinator will be responsible for a wide range of duties, including:
  • Providing technical support for the integration of interventions aimed at improving access to quality services for women and youth, particularly adolescents, to reduce maternal morbidity and mortality.
  • Contributing to the development, monitoring, and evaluation of regional development plans related to reproductive health, gender, and data issues.
  • Participating in regular meetings with regional medical governance and other partners to ensure effective coordination and implementation of the Cooperation Programme.
  • Supporting the development and implementation of annual work plans for executing partners, ensuring quality and completeness of funding requests.
  • Monitoring operational activities on the ground and identifying capacity-building needs for technical assistance.
  • Ensuring efficient management of allocated funds and reporting on financial execution quarterly.
  • Leading the regional team, ensuring participative management and capacity building for staff.
  • Collaborating closely with external partners, including NGOs and government entities, to provide quality services and ensure the smooth functioning of regional governance bodies.

Required Qualifications:
Candidates must possess a University Degree in Health or relevant Social Sciences, with at least a Master's degree (BAC +4). They should have a minimum of two years of professional experience in program or project management, with at least five years of results-based management experience. Candidates should demonstrate experience in managing and coordinating partnerships across various sectors, including government, civil society, and UN agencies. A deep understanding of the national health system and the context of Senegal's regions, as well as knowledge of UNFPA's mandate, is highly desirable.

Educational Background:
The educational background required for this position includes a University Degree in Health or relevant Social Sciences, with a preference for candidates holding a Master's degree (BAC +4). This educational foundation is essential for understanding the complexities of health and social issues that the UNFPA addresses.

Experience:
The position requires candidates to have at least two years of professional experience in program or project management, with a strong emphasis on results-based management. Additionally, candidates should have a minimum of five years of practical experience in managing and coordinating partnerships with various stakeholders, including government entities, civil society organizations, and UN agencies. Familiarity with the national health system and the specific context of Senegal's regions is also important.

Languages:
Candidates must have a perfect command of written and spoken French, along with a good understanding of English (reading and listening). Proficiency in at least one national language is also required, which will enhance communication with local communities and stakeholders.
