Job Overview:
The Programme Coordinator plays a crucial role in the effective execution of the UNFPA Cooperation Programme, particularly in partnership with Canadian cooperation. Based in the Tambacounda Health Directorate and covering the Kédougou Health Directorate, the Programme Coordinator significantly contributes to the formulation, implementation, monitoring, and evaluation of UNFPA's interventions in Senegal, focusing on reproductive health, gender, population, and development. The position requires a proactive approach to enhance UNFPA's presence on the ground by supporting program management aimed at strengthening the implementation of the CP9 and Annual Work Plans within a results-based management context. The Coordinator is expected to provide tailored support and advice to executing partners for successful program implementation and to enhance accountability among executing partners in accordance with established standards.

Duties and Responsibilities:
The Programme Coordinator's responsibilities include:
  • Strategic Planning: Integrating the ICPD Agenda and SDGs into local development plans and strategies; providing technical and programmatic support to implementing partners in Tambacounda and Kédougou; promoting regional leadership in the implementation of the 8th Cooperation Programme.
  • Monitoring and Evaluation: Systematically tracking the implementation of interventions, enhancing synergies with other technical and financial partners involved in social and economic development processes, and contributing to resource mobilization for local development plans.
  • Capacity Building: Supporting the integration of interventions aimed at improving access to quality services for women and youth, particularly adolescents, to reduce maternal morbidity and mortality.
  • Financial Management: Ensuring timely tracking of funds allocated to regional partners and efficient execution rates, producing quarterly financial execution analyses, and ensuring compliance with UNFPA procedures.
  • Team Leadership: Leading the regional team, managing personnel effectively, and ensuring regular communication and coordination among team members and partners.
  • Reporting: Contributing to the production of analytical reports on the implementation of the ICPD Agenda and SDGs, and ensuring the quality of reports submitted by executing partners.

Required Qualifications:
Candidates must possess a strong commitment to the values of integrity, accountability, and respect for diversity. They should demonstrate a total commitment to UNFPA and the UN system, be open to cultural diversity, and adaptable to change. Core competencies include achieving results, responsibility, professional expertise, analytical thinking, teamwork, self-management, and effective communication. Functional competencies include organizational resource management, proficiency in digital tools, data management, advocacy skills, and customer satisfaction orientation.

Educational Background:
A University Degree in Health or relevant Social Sciences is required, with at least a Master's degree (BAC +4) preferred. Candidates should have a solid understanding of national health systems and the context of Senegal's regions, as well as familiarity with UNFPA's mandate and operations.

Experience:
Candidates must have at least two years of professional experience in program or project management, with a minimum of five years of results-based management experience. They should have a proven track record in managing and coordinating partnerships across government, civil society, private sector, UN agencies, and funding bodies. Experience in advocacy and promoting programs aligned with national priorities is essential, along with a deep understanding of the national health system and the specific context of Senegal's regions.

Languages:
Fluency in written and spoken French is mandatory, along with a good command of English (reading and listening). Proficiency in at least one national language is also required, which will enhance communication with local communities and stakeholders.
