Job Overview:
The Programme Coordinator (PC) will be based in Bahir Dar, Ethiopia, and will be responsible for overseeing the implementation of projects aimed at improving access to Gender-Based Violence (GBV) response services in the context of ongoing humanitarian crises. The PC will report to the Humanitarian Coordinator in Addis Ababa and will work closely with other GBV and Sexual and Reproductive Health (SRH) specialists. The role involves managing a project team, ensuring compliance with established procedures, and facilitating project implementation in collaboration with local governments and partners. The PC will also be responsible for building strategic relationships with key stakeholders, managing project budgets, and ensuring timely and accurate reporting. The position requires a strong understanding of the humanitarian context in Northern Ethiopia, particularly in relation to the ongoing conflict and its impact on vulnerable populations, especially women and girls.
Duties and Responsibilities:
The Programme Coordinator will have a comprehensive set of responsibilities, including: overseeing day-to-day project management, leading the project team, developing project work plans, guiding implementing partners, monitoring progress against performance indicators, managing project budgets, ensuring compliance with UNFPA's business processes, and contributing to knowledge sharing and documentation of results. The PC will also be responsible for capacity building, working closely with local authorities and partners to implement effective program interventions, and ensuring smooth communication among all stakeholders involved in the project. Additionally, the PC will participate in governance meetings, contribute to technical and financial reviews, and undertake any other assignments as requested by the UNFPA Representative.
Required Qualifications:
Candidates must possess a Master's degree in health, population, demography, or a related social science discipline. They should have at least 7 years of specialized experience in GBV programming, with a minimum of 4 years in a humanitarian context at an international level. Proven experience in coordination and liaison with government counterparts, NGOs, and communities is essential, along with a strong track record in budget management and leadership within a multinational environment. Candidates should demonstrate a solid understanding of human rights-based approaches, experience in capacity development and training, and practical experience in GBV case management and referral. Strong communication, interpersonal, and organizational skills are also required, along with IT literacy and time management abilities.
Educational Background:
A Master's degree in health, population, demography, or other related social science disciplines is required for this position. This educational background is essential to ensure that the Programme Coordinator has the necessary theoretical knowledge and understanding of the complex issues surrounding gender-based violence and reproductive health in humanitarian contexts.
Experience:
The position requires at least 7 years of specialized experience in GBV programming, with a minimum of 4 years in a humanitarian context at an international level. Candidates should have proven experience in managing GBV prevention and response programs, as well as experience in budget management and working with diverse stakeholders, including government counterparts and NGOs. Experience in developing standard operating procedures (SOPs) and guidelines for GBV response and prevention interventions is also highly desirable. Candidates should have a strong understanding of international GBV best practices and guidelines, as well as experience providing direct services to GBV survivors.
Languages:
Fluency in oral and written English is mandatory for this position. Knowledge of Amharic or Tigrinya is desired, as it will facilitate communication with local stakeholders and enhance the effectiveness of program implementation in the regions where the Programme Coordinator will be working.
