Job Overview:
The Administrative Assistant will play a crucial role in supporting the administrative functions of the UN Technology Bank for the Least Developed Countries. Reporting to the Administrative Officer, the incumbent will be responsible for a wide range of administrative tasks, including human resources management, budget and finance oversight, general administration, and contract administration. The position requires a proactive approach to ensure the smooth operation of the unit's activities, adherence to UN rules and regulations, and effective communication with various stakeholders. The Administrative Assistant will coordinate human resource activities, assist in budget preparation and monitoring, provide guidance to staff, and ensure compliance with administrative procedures. This role is essential for maintaining the efficiency and effectiveness of the organization's operations.

Duties and Responsibilities:
The Administrative Assistant will be responsible for the following duties:
  • Human Resources Management: Coordinate recruitment, placement, promotion, and training activities; maintain vacancy announcement files; process personnel actions; provide advice on classification procedures; monitor staffing tables.
  • Budget and Finance: Assist in the preparation of work programmes and budgets; monitor budget implementation; prepare financial reports; review cost estimates and budget proposals; assist in resource requirement elaboration.
  • General Administration: Provide guidance and training to general service staff; draft agreements; resolve diverse issues; coordinate with service units; assist in data collection and analysis.
  • Contract Administration: Manage contracts with external contractors; audit invoices; process payments; prepare UN forms and permissions.
  • Perform other related administrative duties as required, including operational travel programs and monitoring accounts.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is desirable and may reduce the required work experience. The position requires ten years of experience in administrative services, finance, accounting, audit, human resources, or related areas. Experience with UN or similar international organizations is preferred, particularly regarding financial and procurement rules. Candidates should demonstrate a strong understanding of UN administrative procedures and possess excellent organizational skills.

Educational Background:
A high school diploma or equivalent is required for this position. Candidates with a first-level university degree or higher will have a reduced experience requirement, making them more competitive for the role. The educational background should ideally include studies related to administration, finance, human resources, or a relevant field that supports the functions of the position.

Experience:
The position requires a minimum of ten years of relevant experience in administrative services, finance, accounting, audit, human resources, or related areas. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to eight years. Experience working with UN or similar international organizations is desirable, particularly in understanding their operational procedures, financial regulations, and procurement processes.

Languages:
Fluency in English and Turkish is required for this position, as these are the working languages of the UN Secretariat. Proficiency in French is also beneficial and considered an asset, as it may enhance communication within the organization and with various stakeholders.

Additional Notes:
This position is limited to service within the UN Technology Bank for the Least Developed Countries and is subject to local recruitment. The appointment is for an initial period of one year, with the possibility of renewal based on the availability of the post or funds. Candidates selected from outside the duty station will be responsible for their relocation expenses.
