Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this system, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The UNRC Office for Mauritius and Seychelles operates under a multicountry status, focusing on the development priorities of both nations. The UN entities involved are committed to implementing the UN Sustainable Development Cooperation Framework (UNSDCF) for 2024-2028, which aims to accelerate progress towards the SDGs through strategic partnerships and resource mobilization.

Job Overview:
The Partnership and Development Finance Officer will be instrumental in supporting the UN Resident Coordinator Office and the UN Country Team in Mauritius and Seychelles. This role involves strategic planning, coordination of partnerships with various stakeholders, and resource mobilization to support the implementation of the UNSDCFs. The officer will engage with government entities, civil society, and the private sector to enhance collaboration and ensure effective resource allocation for development initiatives. The position requires a proactive approach to identify opportunities for partnerships and innovative financing mechanisms that align with the SDGs. The officer will also contribute to knowledge management and capacity development within the UNCT, ensuring that best practices and lessons learned are shared and utilized effectively.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of the Resident Coordinator Office and UNCT partnerships with government, civil society, and the private sector. This includes monitoring and assessing strategies, conducting liaison with UN entities, and facilitating public relations opportunities.
  • Participate in partnership strengthening and joint resource mobilization for the UNSDCFs, advising on the development and implementation of the UN Partnership Strategy, and supporting the organization of Development Partner Group dialogues.
  • Provide substantive support on financing for accelerating the achievement of the SDGs, including analyzing trends, preparing briefing papers, and engaging with external stakeholders on financing options.
  • Contribute to knowledge management and capacity development relating to partnerships and resource mobilization, promoting collaboration and sharing of best practices among UNCTs.
  • Perform other relevant duties as assigned by the RCO Team Leader and the Resident Coordinator.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, resource mobilization, or development finance. Experience working with government and international development partners, as well as the UN, is desirable. Candidates should have a proven track record in preparing project proposals, developing partnership strategies, and analyzing funding streams. Strong analytical and drafting skills are essential, along with experience in supporting development financing for the SDGs.

Educational Background:
An advanced university degree (Master's degree or equivalent) in economics, sustainable development, social sciences, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of five years of relevant experience in providing strategic support to partnerships and resource mobilization in the context of development cooperation. Experience in preparing project proposals and developing partnership strategies is essential. Additionally, two years of experience in data analytics or a related area is desirable.

Languages:
Fluency in both English and French is required for this position, encompassing all four areas of language proficiency (reading, writing, speaking, and understanding). Knowledge of another official United Nations language is considered an advantage.

Additional Notes:
This is a fixed-term limited position open to nationals of Mauritius only. The appointment is for an initial period of one year, with the possibility of extension subject to availability of funds and budgetary approval. The position is subject to the authority of the Secretary-General, and staff members are expected to move periodically to new functions in accordance with established rules.
