Job Overview:
The Finance and Budget Assistant will play a crucial role in supporting the financial operations of the UN Technology Bank for the Least Developed Countries. This position involves assisting in the preparation and analysis of budget proposals, monitoring expenditures, and ensuring compliance with financial regulations. The incumbent will work closely with the Administrative Officer and other finance staff to ensure that budget submissions are accurate and reflect the needs of the organization. The role requires a strong understanding of financial rules and regulations, as well as the ability to analyze data and provide insights that support decision-making. The Finance and Budget Assistant will also be responsible for maintaining financial databases and preparing reports that detail budget performance and variances. This position is essential for ensuring that the organization's financial resources are managed effectively and transparently, contributing to the overall mission of the Technology Bank.

Duties and Responsibilities:
The Finance and Budget Assistant will be responsible for a variety of tasks, including:
  • Supporting the review and preparation of the medium-term plan and its revisions.
  • Preparing supporting documents for budget proposals, including cost estimates and resource requirements.
  • Assisting managers in developing resource requirements for budget submissions.
  • Conducting research and providing support for budget reviews of intergovernmental and expert bodies.
  • Monitoring expenditures against the approved budget and preparing necessary adjustments.
  • Reviewing requisitions for goods and services to ensure correct expenditure charges and fund availability.
  • Assisting in the preparation of budget performance submissions and reports, analyzing variances between budgets and actual expenditures.
  • Maintaining the integrity of financial databases and verifying the accuracy of input data.
  • Coordinating with other finance staff on budget report preparations. 1
  • Reviewing and preparing payments to third parties and commercial entities. 1
  • Monitoring payment methods and investigating non-receipt of payments. 1
  • Preparing payment requests and notifying payees of payment statuses. 1
  • Assisting in cash management and investment issues, including cash flow forecasts. 1
  • Keeping up-to-date with relevant documents and guidelines to ensure compliance with UN policies. 1
  • Drafting correspondence related to financial matters and maintaining organized files. 1
  • Providing guidance and training to other staff as needed. 1
  • Assisting with data collection, analysis, and presentation for decision-making purposes. 1
  • Performing other related duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A strong understanding of financial rules and regulations within the UN environment is essential. The ability to analyze and interpret financial data, as well as experience in budget preparation and monitoring, is required. Candidates should demonstrate professionalism, teamwork, planning and organizing skills, and a commitment to continuous learning. The role demands a proactive approach to problem-solving and the ability to work collaboratively with colleagues to achieve organizational goals.

Educational Background:
A high school diploma or equivalent is required for this position. While a first-level university degree or higher can reduce the required work experience, it is not mandatory. Candidates with relevant educational qualifications in finance, accounting, or a related field may be preferred.

Experience:
A minimum of seven years of experience in finance, budget, accounting, or administrative services is required. This experience can be reduced to five years for candidates with a first-level university degree or higher. Experience in data analytics or related areas is desirable, as is familiarity with the operating procedures of the United Nations or similar international organizations, particularly regarding financial and procurement rules.

Languages:
Fluency in oral and written English and Turkish is required for this position. Knowledge of French is considered an asset, as English and French are the working languages of the United Nations Secretariat.

Additional Notes:
This position is limited to service within the UN Technology Bank for the Least Developed Countries and is subject to local recruitment rules. The appointment is for an initial period of one year, with the possibility of renewal based on budgetary approval and the availability of the post. Candidates must be authorized to work in Türkiye, and those selected from outside the duty station will be responsible for their relocation expenses. Staff members recruited locally are not eligible for international recruitment benefits.
