Job Overview:
The Finance and Budget Assistant will play a crucial role in supporting the financial operations of the UN Technology Bank. Reporting to the Administrative Officer, the incumbent will be responsible for various financial tasks including budget preparation, monitoring expenditures, and ensuring compliance with UN financial regulations. The position requires a proactive approach to assist in the preparation of budget performance submissions and reports, as well as maintaining the integrity of financial databases. The role also involves liaising with other finance staff and providing guidance to junior staff, making it essential for the candidate to possess strong analytical and organizational skills. Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred and can reduce the required work experience. Candidates should have a strong understanding of financial rules and regulations, particularly within the UN environment. They should also demonstrate the ability to analyze and interpret financial data, and possess excellent organizational skills. The role requires a commitment to gender equality and the ability to work collaboratively in a team environment.
Educational Background:
A high school diploma or equivalent is required for this position. Candidates with a first-level university degree or higher will have their minimum experience requirement reduced, making them more competitive for the role. The educational background should ideally include coursework or training in finance, accounting, or a related field.
Experience:
Candidates must have at least seven years of experience in finance, budget, accounting, or administrative services. This requirement is reduced to five years for those with a first-level university degree or higher. Experience in data analytics or related areas is desirable, as is familiarity with the operating procedures of the United Nations or similar international organizations, particularly regarding financial and procurement rules.
Languages:
Fluency in both oral and written English and Turkish is required for this position. Knowledge of French is also beneficial, as English and French are the working languages of the United Nations Secretariat. Proficiency in these languages will facilitate effective communication within the organization and with external stakeholders.
Additional Notes:
This position is limited to service within the UN Technology Bank for the Least Developed Countries and is subject to local recruitment rules. The initial appointment is for one year, with the possibility of renewal based on budgetary approval and the availability of the position. Candidates must be authorized to work for the United Nations in the duty station where the position is located. Those selected from outside the duty station will be responsible for their relocation expenses. Staff members subject to local recruitment are not eligible for international allowances or benefits. - Preparing supporting documents for budget proposals, including cost estimates for staff and non-staff requirements.
- Assisting managers in resource requirement elaboration for budget submissions.
- Conducting research and providing support for budget reviews.
- Monitoring expenditures against approved budgets and preparing necessary adjustments.
- Reviewing requisitions for goods and services to ensure correct expenditure charges and fund availability.
- Assisting in the preparation of budget performance submissions and reports, analyzing variances between budgets and actual expenditures.
- Verifying accuracy of financial data and ensuring consistency across financial databases.
- Reviewing payment requests and liaising with treasury regarding payment instructions. 1
- Keeping up-to-date with relevant financial documents and guidelines, and drafting correspondence related to financial matters. 1
- Providing guidance and training to other staff as necessary. 1
- Assisting with data presentations and knowledge management initiatives.
