Job Posting Organization:
The United Nations Development System was restructured on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an independent UN Resident Coordinator who is the highest-ranking official of the UN Development System at the country level. The UN RCO in Bhutan is tasked with supporting the country in achieving its development priorities and the SDGs.

Job Overview:
The Partnerships Officer position is a fixed-term role located in the UN Resident Coordination Office in Thimphu, Bhutan. The incumbent will provide substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with various stakeholders, including government, civil society, and the private sector, focusing on the Sustainable Development Goals (SDGs). The role involves advising on resource mobilization strategies, supporting the implementation of the SDG Financing Strategy, and facilitating partnerships that align with the UN Sustainable Development Cooperation Framework in Bhutan. The officer will also engage in joint resource mobilization initiatives and contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level.

Duties and Responsibilities:
  • Assist with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships, including advising on the Resource Mobilisation and SDG Financing Strategy in Bhutan.
  • Support the development and implementation of locally tailored partnerships and resource mobilization strategies, including monitoring existing partnerships and analyzing funding streams.
  • Work closely with the Resident Coordinator Office Economist and other UN country team finance experts to promote partnerships that support financing for the SDGs.
  • Contribute to knowledge management and capacity development by promoting collaboration and sharing best practices related to partnerships and resource mobilization.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in project/programme management, partnership building, and/or results management with development partners. Experience in preparing project/programme proposals is essential, along with two years of experience in data analytics or a related area. Desirable qualifications include experience in supporting Development Financing of SDGs and developing and implementing partnership and resource mobilization strategies.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of five years of progressively responsible experience in project/programme management, partnership building, and/or results management in the context of development cooperation. Additionally, two years of experience in data analytics or a related area is required, with experience in supporting Development Financing of SDGs being desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Bhutan only, and candidates residing outside Bhutan may be considered if no suitable local candidates are identified.
