The UN Resident Coordinator Offices (UN RCO) play a crucial role in this system, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The UNRC Office for Mauritius and Seychelles operates under a multicountry status, focusing on the development priorities of both nations. The office collaborates with 25 UN entities that have signed the UN Sustainable Development Cooperation Framework (UNSDCF) for 2024-2028, which aims to accelerate the implementation of the SDGs through strategic partnerships and innovative financing.
Job Overview:
The Development Coordination Officer, Partnerships and Development Finance, is tasked with enhancing the strategic positioning of the UN in Mauritius and Seychelles. This role involves managing joint UN country team results and supporting the rollout of a multi-year program aimed at accelerating SDG progress. The officer will work closely with the Strategic Planning Officer and RCO Team Leader, contributing to the effective implementation of the UNSDCFs and engaging with various stakeholders, including government, civil society, and the private sector. The position is critical for fostering partnerships and mobilizing resources to support development initiatives in the region.
Duties and Responsibilities:
The incumbent will provide substantive support for strategic planning and coordination within the UN Resident Coordinator Office and UN Country Team. Key responsibilities include monitoring and assessing strategies, liaising with UN entities, and facilitating partnerships with diverse stakeholders. The officer will also participate in strengthening partnerships and mobilizing resources for the UNSDCFs, advising on the development and implementation of partnership strategies, and analyzing existing resource mobilization efforts. Additionally, the role involves providing support on financing for SDG acceleration, contributing to knowledge management, and capacity development related to partnerships and resource mobilization. The officer will be expected to document best practices, analyze data trends, and support the UNCT in preparing proposals and funding frameworks.
Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support for partnerships, project management, resource mobilization, or development finance. Experience working with government and international development partners, particularly within the UN system, is desirable. Proficiency in preparing project proposals and developing resource mobilization strategies is essential, along with experience in analyzing and drafting reports. Familiarity with development financing for SDGs is an advantage, as is experience in data analytics or related fields.
Educational Background:
An advanced university degree (Master's or equivalent) in economics, sustainable development, social sciences, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree or non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience:
The position requires a minimum of five years of relevant experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance. Experience with government and international development partners, particularly within the UN context, is highly desirable. Candidates should have a proven track record in preparing project proposals and implementing partnership strategies, as well as experience in analyzing and drafting reports related to development financing.
Languages:
Fluency in both English and French (oral and written) is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge of another language is rated as 'confident' in two of the four areas.
Additional Notes:
This position is a fixed-term limited appointment for an initial period of one year, with the possibility of extension subject to the availability of funds and budgetary approval. The position is open to nationals of Mauritius only, and candidates must be of the nationality of the country where the position is located. If no suitable local candidates are identified, Mauritian nationals residing elsewhere may be considered, but they will be responsible for any relocation costs.
