Job Overview: The Consultant eTIR Coordinator will be responsible for overseeing the implementation of the eTIR procedure in the Caucasus and Central Asia. This role involves creating electronic TIR transport corridors and ensuring that customs authorities in the region are interconnected with the eTIR international system. The consultant will prepare detailed reports for each country, outlining their specific requirements for data and risk analysis. Additionally, the consultant will develop guidelines for customs authorities to transition from paper TIR carnets to electronic guarantees, thereby streamlining customs processes and enhancing efficiency in cross-border trade.
Duties and Responsibilities: The Consultant eTIR Coordinator will have several key responsibilities, including:
Preparing brief reports for each country involved in the eTIR project, detailing interconnection projects and additional requirements.
Implementing the eTIR procedure along TIR corridors, including the first monitored eTIR runs for each country.
Developing customs guides that outline internal procedures for customs authorities to manage electronic guarantees.
Interconnecting the IT systems of customs authorities in Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan with the eTIR international system.
Conducting training sessions for customs officers on the eTIR procedure and organizing technical workshops for regional contracting parties.
Collaborating with various stakeholders to ensure the successful implementation of the eTIR project and addressing any challenges that arise during the process.
Required Qualifications: Candidates must possess a first degree in Management, Economics, or International Relations. A minimum of seven years of relevant work experience is required, with a strong understanding of national customs systems in the region. Familiarity with the TIR Convention and the eTIR international system is highly advantageous. The consultant should demonstrate excellent analytical and communication skills, as well as the ability to work collaboratively with diverse stakeholders.
Educational Background: The position requires a first degree in Management, Economics, or International Relations. Advanced degrees in these fields may be considered an asset, but the primary requirement is the completion of a relevant undergraduate program.
Experience: Candidates should have at least seven years of professional experience in areas related to customs, international trade, or transport facilitation. Experience working with international organizations or in a similar role within the customs sector is highly desirable. The consultant should also have a proven track record of managing projects and working with governmental and non-governmental stakeholders.
Languages: Proficiency in both oral and written English and Russian is mandatory for this position. Knowledge of additional languages relevant to the region may be considered an asset, but English and Russian are the primary languages required for effective communication and documentation.
