Job Overview:
The Senior Administrative Assistant will play a crucial role in supporting the Administrative Officer by managing various administrative functions within the UN Technology Bank. This position requires a comprehensive understanding of human resources management, budget and finance, and general administration. The incumbent will coordinate human resource activities, oversee budget preparation and monitoring, and provide guidance to other staff members. The role also involves liaising with central administration and service units, ensuring compliance with UN rules and procedures, and assisting in the preparation of financial reports. The Administrative Assistant will be expected to demonstrate professionalism, effective communication, and teamwork while managing multiple tasks and priorities in a dynamic environment.

Duties and Responsibilities:
The duties and responsibilities of the Senior Administrative Assistant include:
  • Coordinating human resource activities such as recruitment, placement, performance appraisal, and training, ensuring adherence to UN rules.
  • Maintaining vacancy announcement files and tracking their status.
  • Processing personnel actions through UNOG HRMS tools and providing advice on classification procedures.
  • Monitoring staffing tables for various HR activities.
  • Assisting in budget preparation and monitoring, including the review of cost estimates and budget proposals.
  • Collecting data for financial reports and assisting in the review of medium-term plans.
  • Providing guidance and training to general service staff.
  • Drafting host country agreements and resolving administrative issues.
  • Assisting with contract administration and auditing contractor invoices. 1
  • Performing other related administrative duties as required, including operational travel programs and data analysis.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is desirable and may reduce the required work experience. The position requires ten years of experience in administrative services, finance, accounting, audit, or human resources. Experience with UN or similar international organizations is preferred, particularly regarding financial and procurement rules. Candidates should demonstrate a strong understanding of administrative functions and possess the ability to apply UN regulations effectively.

Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have their minimum experience requirement reduced to eight years, highlighting the importance of educational qualifications in the selection process.

Experience:
The position requires a minimum of ten years of relevant experience in administrative services, finance, accounting, audit, or human resources. For candidates with a first-level university degree or higher, the required experience is reduced to eight years. Experience with the operational procedures of the UN or similar international organizations, particularly in financial and procurement contexts, is highly desirable.

Languages:
Fluency in English and Turkish is required for this position, as these are the working languages of the United Nations Secretariat. Proficiency in French is also beneficial and may enhance a candidate's application, given the multilingual environment of the UN.

Additional Notes:
This position is limited to service within the UN Technology Bank for the Least Developed Countries and is subject to local recruitment rules. The appointment is for an initial period of one year, with the possibility of renewal based on the availability of the post and budgetary approval. Candidates must be authorized to work for the United Nations in the duty station, and those selected from outside the duty station will be responsible for their relocation expenses.
