Gender-Based Violence Sub-Sector Coordinator
Job Description
Job Posting Organization:
UNFPA, the United Nations Population Fund, is the lead UN agency focused on delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. Established in 1969, UNFPA operates in over 150 countries and territories, working towards the realization of the International Conference on Population and Development (ICPD) and the Sustainable Development Goals (SDGs). The organization is committed to addressing issues related to reproductive health, gender equality, and the empowerment of women and girls, particularly in humanitarian settings. UNFPA's strategic plan for 2022-2025 emphasizes ending preventable maternal deaths, unmet needs for family planning, and gender-based violence, while also responding to the impacts of the COVID-19 pandemic on vulnerable populations.
Job Overview:
The Gender-Based Violence (GBV) Sub-Sector Coordinator will play a crucial role in leading the GBV Sub-Sector coordination in Cox’s Bazar, Bangladesh, where over 728,000 Rohingya refugees have fled due to targeted violence. This position requires a strong commitment to addressing the disproportionate impact of GBV on women and girls in humanitarian contexts. The coordinator will work closely with over 30 member organizations, including UN agencies, NGOs, and government bodies, to ensure effective coordination and implementation of GBV prevention and response strategies. The role involves building partnerships, providing technical leadership, and facilitating capacity development among stakeholders to enhance the quality of GBV services and support for survivors. The coordinator will also engage in strategic planning and monitoring to ensure that GBV issues are integrated into broader humanitarian responses and that the needs of affected communities are met.
Duties and Responsibilities:
The Gender-Based Violence Sub-Sector Coordinator will be responsible for establishing and reinforcing inter-agency coordination mechanisms, promoting effective communication among stakeholders, and ensuring that GBV prevention and response efforts are standardized across sectors. Key responsibilities include leading the GBV Sub-Sector coordination meetings, advocating for resources and support for GBV initiatives, and developing training materials tailored to the local context. The coordinator will also facilitate the establishment of Standard Operating Procedures (SOPs) for GBV response, conduct assessments of the GBV situation, and support the development of multi-sectoral prevention and response plans. Additionally, the coordinator will engage in capacity development activities, ensuring that all partners are equipped with the necessary knowledge and skills to address GBV effectively. Monitoring and reporting on GBV trends and patterns will also be a critical aspect of the role, along with administrative duties such as writing monthly progress reports.
Required Qualifications:
Candidates must possess an advanced university degree in fields such as gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, international relations, or other related social science disciplines. A minimum of 7 years of experience in gender-based violence, with at least 3 years in a humanitarian context, is required. Experience in leading inter-agency coordination mechanisms and a strong understanding of how GBV manifests in humanitarian settings are essential. Candidates should demonstrate knowledge of the international humanitarian architecture, including the Cluster System and the roles of key humanitarian actors. Strong interpersonal skills, emotional intelligence, and the ability to manage conflicts and negotiate effectively are also important.
Educational Background:
An advanced university degree is required, with specialization in areas relevant to gender-based violence, humanitarian affairs, or social sciences. This educational background should provide a solid foundation for understanding the complexities of GBV in humanitarian settings and the necessary skills for effective coordination and response.
Experience:
The position requires a minimum of 7 years of relevant experience, with at least 3 years specifically in a humanitarian context. Candidates should have a proven track record of leading inter-agency coordination efforts and a deep understanding of the dynamics of GBV in emergency situations. Experience in resource mobilization and advocacy for GBV initiatives is also highly valued.
Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is considered an asset and may enhance a candidate's profile.
Additional Notes:
This position offers a competitive remuneration package, including health insurance and other benefits. The role is based in Cox’s Bazar, Bangladesh, and involves working in a challenging humanitarian environment. UNFPA emphasizes the importance of ethical standards and integrity in its recruitment process and does not charge any fees for applications or recruitment. Candidates should be prepared to engage in a dynamic and collaborative work environment, contributing to the overall mission of UNFPA in addressing gender-based violence and supporting vulnerable populations.
