Job Overview:
The Administrative and Finance Assistant (AFA) plays a crucial role in supporting the operations of the UNFPA State Office in Patna, Bihar. This position is integral to the Operations Team, providing essential administrative and financial support to ensure the smooth functioning of the office. The AFA will report to the Operations Manager in New Delhi, collaborating closely with the country office on compliance and technical matters. The role requires a proactive approach to managing various administrative tasks, financial processes, and program management support, all aimed at enhancing the effectiveness of UNFPA's initiatives in the region. The AFA will be expected to uphold the values of integrity, transparency, and excellence in all aspects of their work, contributing to the organization's mission of improving reproductive health and rights.

Duties and Responsibilities:
The AFA will be responsible for a wide range of duties, including but not limited to: providing effective administrative and operational support services, such as organizing workshops and meetings, facilitating procurement of goods and services, maintaining an up-to-date inventory of office assets, coordinating transportation services, and managing HR-related matters. Additionally, the AFA will provide accurate accounting and financial management support, including processing payments and vouchers, preparing financial reports, managing petty cash, and monitoring expenditures. The role also involves assisting the program team with technical assistance, budget preparation, and conducting audits. The AFA will undertake other duties as assigned by supervisors, ensuring that all tasks are completed efficiently and in alignment with UNFPA policies and procedures.

Required Qualifications:
Candidates must possess completed Secondary Level Education as a minimum requirement. A first-level university degree in Finance, Accounting, Business, Public Administration, or a related field is desirable. The ideal candidate should have a strong understanding of administrative and financial processes, as well as proficiency in current office software applications and financial software. Previous experience in a multicultural corporate environment, particularly within the UN system, is an asset. Candidates should demonstrate a commitment to UNFPA's values and principles, including integrity, cultural diversity, and a proactive approach to change.

Educational Background:
The educational background required for this position includes completed Secondary Level Education, with a preference for candidates holding a first-level university degree in relevant fields such as Finance, Accounting, Business, or Public Administration. This educational foundation is essential for understanding the complexities of financial management and administrative processes within the UNFPA framework.

Experience:
Candidates should have at least 5 years of progressively responsible experience in accounting, administrative services, and/or procurement in either a public or private sector environment. Alternatively, candidates with a Bachelor's degree should have a minimum of 2 years of relevant experience. This experience should demonstrate a strong understanding of clerical and administrative best practices, as well as proficiency in financial software and ERP systems such as Quantum, Oracle, or SAP.

Languages:
Fluency in oral and written English is mandatory for this position. Additionally, a working knowledge of one or more of the Indian official languages is desirable, as it will facilitate communication within the local context. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to engage in a diverse and multicultural work environment.

Additional Notes:
This position is classified at G5-Step 1, offering a competitive net salary of INR 10,78,604 per annum, along with health insurance and other applicable benefits. The role is full-time and fixed-term, with a duration of one year, subject to renewal based on performance and organizational needs.
