The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities and SDG attainment. The position is based in the Multi-country office (MCO) for Mauritius and Seychelles, which focuses on the unique challenges faced by Small Island Developing States (SIDS) in the Indian Ocean, including economic vulnerabilities and climate change impacts.
Job Overview:
The Senior Economist will serve as a key policy expert within the UN Resident Coordination Office, responsible for driving evidence-based policy analysis and strategic thinking to support the achievement of the SDGs in Mauritius and Seychelles. The role involves coordinating with national counterparts and the UN Country Team (UNCT) to understand sustainable development trends and challenges, providing substantive advice on economic resilience and climate financing, and leading the development of innovative SDG programs. The incumbent will report to the UN Resident Coordinator and the RCO Head of Office, ensuring that the UN's operational activities align with the 2030 Agenda.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a minimum of ten years of progressively responsible experience in sustainable development policy and economic analysis, with a proven record of producing high-quality reports and policy briefs. Familiarity with SIDS and/or MICs contexts and climate financing innovation is essential. Experience in program management related to development cooperation is desirable, along with a strong capacity for mobilizing partnerships with the private sector and academia.
Educational Background:
An advanced university degree (Master’s or equivalent) in economics is required, with a preference for candidates holding a PhD. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
The position requires a minimum of ten years of relevant experience in sustainable development policy and economic analysis. Candidates should have a strong background in authoring high-quality reports and documents, as well as experience in the context of SIDS and/or MICs, particularly regarding climate financing innovation. Experience in program management within development cooperation is also desirable.
Languages:
Fluency in both English and French is required, as these are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding), while knowledge is rated as 'Confident' in two of the four areas.
Additional Notes:
The appointment is for an initial period of one year, subject to extension based on funding availability. Staff members are expected to adhere to the authority of the Secretary-General and may be assigned to various functions throughout their careers.
