Job Overview: The Programme Management Officer will be located in the UNECE Office of the Executive Secretary, specifically within the Fund Support Team of the UN Special Programme for the Economies of Central Asia Multi-Partner Trust Fund (SPECA MPTF). This role involves participating in the development, implementation, and evaluation of assigned programmes/projects, monitoring and analyzing their progress, and proposing corrective actions as necessary. The officer will also engage in consulting assignments with Participating UN Organizations (PUNOs) and beneficiary countries, facilitating workshops, and assisting in the development of action plans. The position requires research and analysis of diverse information sources, assisting in policy development, organizing meetings, and conducting outreach activities. The officer will coordinate budget and funding activities, collect and analyze data to identify trends, and perform other duties as required.
Duties and Responsibilities: The Programme Management Officer will be responsible for a variety of tasks including:
Participating in the development, implementation, and evaluation of assigned programmes/projects, monitoring their progress, and proposing corrective actions.
Conducting consulting assignments in collaboration with clients, including planning and facilitating workshops.
Researching and analyzing information from diverse sources and presenting findings.
Assisting in policy development and preparing drafts of strategic documents.
Organizing consultative meetings and conferences, including preparing documents and presentations.
Undertaking outreach activities and conducting training workshops.
Participating in field missions and providing guidance to external consultants and government officials.
Coordinating budget and funding activities, preparing related documents and reports.
Collecting and analyzing data to identify trends and providing insights through data visualization methods. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of economic, environmental, and social issues in the SPECA region. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities. Professionalism, effective communication skills, and the ability to work collaboratively are essential. Candidates should also show a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. At least two years of experience in fund management or a related area is desirable, as well as two years of experience in government relations or partnerships in the Central Asian region.
Languages: Fluency in English and Russian is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of additional languages is considered an asset.
Additional Notes: This position is temporarily available for an initial period of 11 months with the possibility of extension. The appointment is subject to the availability of the post or funds and budgetary approval.
