Job Overview:
The Assistant Representative is a senior role within UNFPA Rwanda's Country Office, serving as a key member of the Senior Management Team and reporting directly to the Country Representative. This position plays a critical role in analyzing political, social, and economic trends to inform project formulation and evaluation, as well as providing technical assistance to the government. The Assistant Representative is responsible for promoting partnerships and strategic alliances with various stakeholders, including government entities, multilateral and bilateral agencies, and civil society organizations. The role also involves leading resource mobilization efforts and developing innovative financing strategies to support UNFPA's mandate and programming in Rwanda, ensuring that sexual and reproductive health and rights are prioritized in national initiatives.

Duties and Responsibilities:
The Assistant Representative will perform a variety of functions, including:
  • Thought Leadership: Engaging with senior government officials to advocate for the International Conference on Population and Development (ICPD) agenda, analyzing socio-economic environments, and advising on policy dialogues.
  • Development Financing: Developing a strategy to transition from funding to financing, establishing partnerships, and promoting innovative financing tools.
  • Resource Mobilization & Strategic Partnership: Leading the implementation of the resource mobilization strategy, preparing project proposals, and coordinating donor relations. The incumbent will also be responsible for maintaining a tracking system for donor funds and ensuring timely reporting on funded projects. Overall, the Assistant Representative will contribute to the effective implementation of UNFPA's activities in alignment with national priorities and the organization's strategic plan.

Required Qualifications:
Candidates must possess a Master's level degree in Economics, Health Financing, Business Administration, or a related field. Relevant qualifications in the humanities may also be considered if accompanied by requisite experience. Additionally, candidates should have at least 7 years of progressively responsible professional experience in the development sector, with specialized knowledge in health financing and resource mobilization. Strong analytical skills, interpersonal abilities, and experience in program management are essential. Proven written and oral communication skills are required to foster partnerships and represent the organization effectively.

Educational Background:
A Master's level degree in a relevant field such as Economics, Health Financing, or Business Administration is required. Other relevant qualifications may be considered if the candidate has significant experience in the core functions of the position.

Experience:
Candidates should have a minimum of 7 years of relevant professional experience in the development sector, with a focus on health financing and resource mobilization. Experience in donor management and knowledge of the UN system is preferred. The role requires strong analytical abilities and a proven track record in leading teams and managing programs effectively.

Languages:
Fluency in written and spoken English is mandatory. Knowledge of other official UN languages, particularly French, is desirable and will be considered an asset.
