Job Overview: The Programme Associate plays a crucial role in supporting the Nampula programme team under the guidance of the Representative and Assistant Representative, as well as the direct supervision of the Programme Coordinator. This position involves close collaboration with the Programme team in Maputo and field offices, ensuring effective implementation of the country programme. The Programme Associate is responsible for providing programmatic and administrative support, facilitating project implementation, and ensuring compliance with established rules and procedures. The role requires a client-oriented approach to interpreting guidelines and providing support to the Country Office and UNFPA-supported projects. The Programme Associate will also undertake research tasks, provide financial management support, and assist in procurement and logistics, contributing to the overall success of the UNFPA's initiatives in Mozambique.
Duties and Responsibilities: The Programme Associate will be responsible for a variety of tasks, including but not limited to: participating in the preparation of country programme and project proposals by compiling and analyzing relevant information; guiding the implementation of assigned projects and coordinating the delivery of project inputs; maintaining and updating project files, including Annual Work Plans and progress reports; monitoring expenditures by implementing partners; assisting in financial and substantive monitoring and evaluation of programme activities; organizing and recording periodic coordination meetings; supporting the registration of new projects in Atlas; managing procurement processes and inventory; assisting in research and knowledge management; generating financial and programmatic reports; and supporting advocacy and resource mobilization efforts. The Programme Associate will also translate documents as needed and act as a backup for other Programme Associates during their absence.
Required Qualifications: Candidates must possess completed Secondary Level Education as a minimum requirement, with a first-level university degree in business/public administration, finance, economics, or a relevant social science discipline being desirable. Additionally, candidates should have six years of relevant experience in programme planning, monitoring, and financial management within private, national, or international organizations. Proficiency in office software applications, a good understanding of financial processes, and experience with ERP systems such as PeopleSoft are essential. Strong writing and communication skills are also required, along with a commitment to UNFPA's values and principles.
Educational Background: The educational background required for this position includes completed Secondary Level Education as a minimum, with a first-level university degree in a relevant field such as business/public administration, finance, economics, or social sciences being preferred. This educational foundation is essential for understanding the complexities of programme management and financial oversight within the context of UNFPA's operations.
Experience: Candidates should have a minimum of six years of relevant experience in programme planning, monitoring, and financial management. This experience can be gained through work in private, national, or international organizations, and familiarity with UN processes is considered an asset. The candidate should demonstrate proficiency in managing data, documents, and financial processes, as well as experience in supporting programme implementation and evaluation.
Languages: Fluency in both oral and written English and Portuguese is required for this position. This bilingual proficiency is essential for effective communication within the organization and with external stakeholders, ensuring that all documentation and interactions are conducted accurately and professionally. Additional language skills may be considered an asset but are not mandatory.
