Job Overview:
The Payroll Systems Officer will play a crucial role in providing technical and operational support for payroll systems and related applications within the ISRP. This position requires collaboration with both internal and external stakeholders to ensure the smooth operation of payroll services. The selected candidate will report directly to the ISRP Payroll System Manager and will be involved in maintaining and optimizing IT solutions for payroll processes. The role includes assisting in the migration of payroll applications to updated platforms, conducting post-implementation testing, and configuring payroll software to meet evolving business needs. The Payroll Systems Officer will also provide first-line support for payroll systems, resolving technical issues and escalating complex problems as necessary. This position offers hybrid work arrangements, allowing for a flexible work environment.

Duties and Responsibilities:
The Payroll Systems Officer will be responsible for a variety of tasks, including: assisting in the maintenance and optimization of secure and reliable IT solutions for payroll processes; collaborating with colleagues to ensure proper data input, processing, and output flows for payroll systems; supporting the migration of existing payroll applications to updated platforms and conducting post-implementation testing; configuring and supporting payroll software packages to meet ISRP’s evolving business needs; providing first-line support for payroll systems, resolving technical issues, and escalating complex problems as needed; developing, documenting, and implementing payroll system procedures; maintaining system documentation, including user guides, workflows, and operational procedures; providing training and support to end-users to ensure effective utilization of payroll systems; collaborating with ISRP colleagues to identify opportunities for system enhancements and process improvements; participating in troubleshooting activities and proposing solutions to improve system functionality and efficiency; liaising with other IT teams, stakeholders, and vendors; contributing to governance and continual improvement; staying up-to-date with emerging trends and evaluating relevant new technologies; conducting cost/benefit analysis and drafting evidence-based recommendations for technology adoption; fulfilling other role-specific tasks as required; assisting in the preparation of reports on payroll system performance, user issues, and enhancements; ensuring compliance with relevant standards and organizational policies; and contributing to risk assessments and contingency planning to maintain payroll system continuity.

Required Qualifications:
Candidates must possess an advanced university degree in information technology or a related discipline, or equivalent practical experience. Relevant industry certifications in technologies related to payroll systems are also required. A minimum of three years of relevant experience in payroll systems support, IT operations, or a related role is essential. Candidates should have experience in providing technical support for administrative and financial IT solutions, as well as demonstrated knowledge of HR and payroll applications, databases, and system integrations. Knowledge of project management principles is desirable, and candidates must have a proven ability to work collaboratively in multicultural environments.

Educational Background:
The educational background required for this position includes an advanced university degree in information technology or a related field. Equivalent practical experience may also be considered. Candidates should hold relevant industry certifications that demonstrate their expertise in payroll systems and related technologies.

Experience:
The position requires a minimum of three years of relevant experience in payroll systems support, IT operations, or a related role. Candidates should have a strong background in providing technical support for administrative and financial IT solutions, as well as experience with HR and payroll applications, databases, and system integrations. Familiarity with project management principles is also beneficial, as is the ability to work effectively in diverse, multicultural environments.

Languages:
Fluency in one of the two OECD official languages, English and French, is mandatory, along with knowledge of the other language. Candidates should demonstrate a commitment to achieving a good working level in the second language, as effective communication in both languages is essential for this role.

Additional Notes:
The position is a 12-month fixed-term appointment, with the possibility of renewal for a maximum of 36 months. The closing date for applications is midnight on Sunday, 20 April (Paris time). The salary for this position starts at 6,717.19 EUR per month, depending on the level of experience, plus allowances based on eligibility, and is exempt from French income tax.
