Job Overview:
The Programme Analyst position is crucial for the effective implementation of UNDP's regional programme in the Northeast Region of Afghanistan, specifically in Kunduz, Baghlan, Takhar, and Badakhshan provinces. The role involves working closely with the Area Manager and the Program Management Unit (PMU) team, as well as collaborating with project teams, technical advisors, and other stakeholders. The Programme Analyst will be responsible for overseeing the development of regional programme activities from design through implementation, monitoring, and evaluation. This includes conducting thorough analyses of the political, social, and economic situations in the country, identifying opportunities for new programme development, and ensuring alignment with UNDP's global and regional initiatives. The position also requires providing high-quality technical support to implementing partners and facilitating knowledge building and management within the organization.
Duties and Responsibilities:
The Programme Analyst will have a comprehensive set of responsibilities, including: 1) Supporting the development of regional programme activities, ensuring effective design, implementation, monitoring, and evaluation. This involves conducting analyses, preparing project documents, and collaborating with various stakeholders. 2) Establishing and maintaining strategic partnerships to support resource mobilization efforts, including developing ideas for new programmatic initiatives and acting as a focal point for coordination among partners. 3) Providing high-quality technical support and facilitating knowledge sharing, ensuring that best practices and lessons learned are integrated into future projects. 4) Monitoring work plan implementation, preparing reports, and managing the evaluation process. 5) Supporting capacity building for implementing partners and conducting training sessions as necessary. 6) Engaging with gender specialists to ensure that gender considerations are integrated into programme activities. 7) Performing other duties as required to ensure the efficient functioning of the office and the organization.
Required Qualifications:
Candidates must possess either an advanced university degree (master's degree or equivalent) in fields such as Political Science, Economics, Environmental Science, Social Sciences, Law, Public Administration, or Peacebuilding, or a first-level university degree (bachelor’s degree) in these areas combined with two years of relevant professional experience. Knowledge of Results-Based Management methodologies is essential, along with proven ability to work effectively in multi-disciplinary and multi-cultural teams. Experience in programme management, resource mobilization, and donor relations is highly desirable. Proficiency in using office software packages and web-based management systems is also required.
Educational Background:
The educational requirements for this position include an advanced university degree (master's degree or equivalent) in relevant fields such as Political Science, Economics, Environmental Science, Social Sciences, Law, Public Administration, or Peacebuilding. Alternatively, candidates with a first-level university degree (bachelor’s degree) in these areas will be considered if they have an additional two years of qualifying experience. This educational background is crucial for understanding the complexities of the role and the context in which UNDP operates in Afghanistan.
Experience:
The level of experience required varies based on educational qualifications. Applicants with a master's degree are not required to have prior professional work experience, while those with a bachelor's degree must have a minimum of two years of relevant professional experience. This experience should specifically involve providing management advisory services and hands-on experience in the design, monitoring, and evaluation of development portfolios and projects within international development organizations, bilateral development agencies, or international NGOs. Familiarity with the region and previous experience with UN assignments or multilateral and bilateral aid organizations would be advantageous.
Languages:
Fluency in English is mandatory for this position, as well as fluency in Pashto or Dari. These language skills are essential for effective communication and collaboration with various stakeholders in the region, ensuring that the Programme Analyst can engage with local communities and partners effectively.
