Job Overview:
The Program Associate position is designed to provide essential programmatic and administrative support to the development and implementation of UNFPA’s Country Programme in Mozambique. The role involves close collaboration with the Programme team in Maputo and field offices, ensuring effective and efficient programme implementation. The Program Associate will facilitate project implementation by utilizing appropriate mechanisms and systems, ensuring compliance with established rules, policies, and procedures. This position is critical in supporting the overall mission of UNFPA, which focuses on transformative results such as ending preventable maternal deaths and addressing unmet needs for family planning. The Program Associate will also engage in research tasks, financial management, and operational guidance to implementing partners, contributing to the delivery of quality services in procurement and logistics.

Duties and Responsibilities:
The Program Associate will be responsible for a variety of tasks, including but not limited to: participating in the preparation of country programme and project proposals, guiding the implementation of assigned projects, maintaining project files, monitoring expenditures by implementing partners, assisting in financial and substantive monitoring of programme activities, organizing coordination meetings, supporting project registration in Atlas, managing procurement processes, and conducting assessments of programme performance. The role also includes translating documents between Portuguese and English, managing inventory and shipment coordination, and supporting advocacy efforts for resource mobilization. The Program Associate will act as a backup for other Programme Associates and carry out additional duties as required by the supervisor.

Required Qualifications:
Candidates must possess completed Secondary Level Education as a minimum requirement, with a first-level university degree in business/public administration, finance, economics, or a relevant social science discipline being desirable. Additionally, candidates should have six years of relevant experience in programme planning, monitoring, and financial management within private, national, or international organizations. Proficiency in office software applications, financial management, and good writing and communication skills are essential. Previous experience in the UN system and knowledge of ERP systems like PeopleSoft is an asset.

Educational Background:
The educational background required for this position includes completed Secondary Level Education, with a preference for candidates holding a first-level university degree in relevant fields such as business, public administration, finance, economics, or social sciences. This educational foundation is crucial for understanding the complexities of programme management and financial oversight within the UNFPA framework.

Experience:
The position requires a minimum of six years of relevant experience in programme planning, monitoring, and financial management. Candidates should have a strong background in data support systems and experience working in both private and public sectors, particularly within international organizations. Familiarity with UN processes and systems is highly advantageous, as is experience in managing financial and operational aspects of programmes.

Languages:
Fluency in both oral and written English and Portuguese is mandatory for this position. This bilingual requirement is essential for effective communication and collaboration with diverse stakeholders, including local partners and international teams. Proficiency in additional languages may be considered an asset but is not mandatory.
