Job Overview:
The Project Coordinator for Assisted Voluntary Return and Reintegration (AVRR) and Migrants Protection Assistance (MPA) in IOM Azerbaijan is responsible for overseeing the implementation of activities related to AVRR and MPA. This role involves coordinating and monitoring financial, procurement, administrative, and technical aspects of the projects in compliance with IOM policies and donor requirements. The coordinator will facilitate the effective implementation of refugee resettlement programs to various countries, ensuring adherence to procedures such as interview selection, medical screening, and cultural orientation. Additionally, the coordinator will manage all aspects of departure activities at the airport, supervise movement operations staff, and ensure proper training and guidance in the use of operational tools. The position requires drafting project progress reports and participating in relevant conferences and working groups to represent IOM effectively.

Duties and Responsibilities:
  • Coordinate the overall implementation of AVRR and MPA activities in IOM Azerbaijan, ensuring compliance with IOM policies and donor requirements.
  • Facilitate refugee resettlement program departures, including interview selection, medical screening, and cultural orientation.
  • Manage and supervise all aspects of IOM departure activities at the airport, including pre-embarkation and airport processing.
  • Supervise movement operations staff, including assigning tasks, conducting performance reviews, and providing training on operational guidelines and tools.
  • Implement and supervise procedures related to movement operations applications such as iGator, Mimosa, and Amadeus.
  • Prepare relevant documentation for transportation arrangements, including Advance Booking Notifications and departure notifications.
  • Draft and coordinate regular project progress reports, ensuring timely submission in accordance with IOM procedures and donor requirements.
  • Participate in conferences, working groups, and other forums to ensure proper coordination and representation of IOM.
  • Undertake regular duty travel for project implementation, monitoring, assessments, and evaluations. 1
  • Perform additional duties as assigned by the Chief of Mission.

Required Qualifications:
  • University degree in Political Science, International Relations, Public Administration, law" style="border-bottom: 1px dotted #007bff !important;">international law, development studies, or a related field from an accredited academic institution with four years of relevant professional experience; or a High School Diploma in the above fields with six years of relevant professional experience.
  • Experience in migration, refugee issues, and reintegration of migrants.
  • Demonstrated expertise in project coordination, implementation, donor reporting, and financial management.
  • Experience working within an international/non-governmental organization or public institution, preferably in the UN Common System.
  • Proven ability to develop and maintain partnerships with government counterparts, UN agencies, and donors.
  • Ability to work with limited supervision and demonstrate proficiency in MS Office applications.

Educational Background:
The position requires a university degree in fields such as Political Science, International Relations, Public Administration, international law, or development studies from an accredited institution. Alternatively, candidates with a High School Diploma in these fields may apply if they possess six years of relevant professional experience. A strong educational background is essential to understand the complexities of migration and refugee issues.

Experience:
Candidates should have a minimum of four years of relevant professional experience in the area of migration, refugees, and reintegration of migrants. Experience in project coordination and implementation, donor reporting, and financial management is crucial. Additionally, candidates should have experience working within international or non-governmental organizations, preferably in the UN Common System, and should demonstrate the ability to develop partnerships with government counterparts and UN agencies.

Languages:
Fluency in English and Azerbaijani is required for this position, both oral and written. Additionally, knowledge of Russian at an intermediate level is desirable, as it may enhance communication with a broader range of stakeholders.

Additional Notes:
This position is full-time and may involve regular travel related to project implementation and monitoring. The role is based in Baku, Azerbaijan, and may require participation in various conferences and working groups to ensure effective representation of IOM.
