Job Overview:
The Communications Specialist will play a crucial role in developing and implementing a comprehensive communications strategy for the UNOPS Papua New Guinea Office. This position requires the individual to draft a communications plan that encompasses program and project communications, partner relations, and business development efforts. The specialist will coordinate communication activities across various projects, ensuring alignment with program goals such as climate resilience and gender equality. The role involves engaging with senior stakeholders, managing communications for projects, and enhancing the visibility of UNOPS in PNG. The specialist will also be responsible for creating high-quality multimedia content, managing social media channels, and supporting stakeholder management efforts. This position is vital for building UNOPS's brand and ensuring effective communication with diverse audiences, including government entities, NGOs, and local communities.

Duties and Responsibilities:
The Communications Specialist will undertake a variety of duties, including:
  • Drafting and implementing a communications plan for the PNG Office, focusing on program and project communications, partner relations, and business development.
  • Coordinating communication activities across projects to ensure alignment with country strategy.
  • Collaborating with program and project managers to integrate climate resilience, gender equality, and social inclusion into communications.
  • Engaging with senior stakeholders and supporting project managers in their communication efforts.
  • Developing and disseminating high-quality multimedia communication products, including news stories, newsletters, and social media content.
  • Organizing promotional events and high-level meetings in collaboration with the HQ Communication Group.
  • Building partnerships with community leaders and stakeholders to enhance collaboration on development programs.
  • Implementing community engagement plans and feedback mechanisms to ensure programs meet local needs.
  • Participating in knowledge management initiatives and sharing best practices within UNOPS and with external partners.

Required Qualifications:
Candidates must possess a minimum of five years of relevant experience in communications, branding, outreach, or related fields, combined with an advanced university degree. Within the five years, at least two years of experience in international development communications at a field site is required. Experience in developing and disseminating knowledge products and social media content is an asset. Familiarity with graphic design and video production, as well as local contextual knowledge in Papua New Guinea, is advantageous. Experience in the Pacific region or with organizations such as DFAT and MFAT is also beneficial.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in social sciences, journalism, international relations, development studies, political science, or related fields is preferred. Alternatively, a first university degree (Bachelor’s degree or equivalent) in the aforementioned fields, along with two additional years of relevant experience, may be considered in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of relevant experience in communications, branding, outreach, or related fields. This includes at least two years of experience in international development communications at a duty station or field site. Candidates should have experience in creating and monitoring knowledge products and social media content for diverse audiences, as well as familiarity with graphic design and video production.

Languages:
Full working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
