Job Overview:
The Programme Specialist, Sexual and Reproductive Health (SRH) plays a pivotal role in leading and managing comprehensive programs related to sexual and reproductive health and rights, including maternal health, family planning, and HIV prevention. This position is crucial for supporting national efforts to achieve universal access to sexual and reproductive health, promoting policy commitments, and ensuring sustainable financing for SRHR initiatives. The Programme Specialist will work under the supervision of the Deputy Representative and will lead the SRHR team, collaborating with various operational and administrative staff within the UNFPA Tanzania Country Office. The role requires a strategic approach to enhance the capacity of the Country Program to deliver impactful results in both development and humanitarian contexts, aligning with national and global commitments.

Duties and Responsibilities:
  • Policy Dialogue and Thought Leadership: Represent UNFPA in strategic meetings to advocate for policies and programs that promote SRHR. Provide technical input for advocacy documents and contribute to global UNFPA policy development based on in-country experiences.
  • National Capacity Development: Support national capacity development in SRHR through assessments and training sessions for implementing partners. Guide program implementation and ensure compliance with organizational policies.
  • Partnerships and Resource Mobilization: Analyze donor information, prepare project proposals, and represent UNFPA in inter-agency meetings to promote SRHR. Build strategic alliances with relevant institutions and stakeholders.
  • Programme Management and Coordination: Lead the design and formulation of programs that align with UNFPA's strategic priorities. Monitor and evaluate program results, ensuring effective resource utilization.
  • Supervision and Performance Management: Coach and manage team members, ensuring compliance with guidelines.
  • Knowledge Management: Share knowledge on SRHR with partners, document lessons learned, and provide technical support to enhance national policies and strategies.

Required Qualifications:
Candidates must possess an advanced degree in public health, social/health policy, health systems, or related social sciences. They should have at least five years of professional experience in program management within reproductive health or maternal health contexts. Demonstrable technical expertise in SRHR is essential, along with proven results orientation and experience in using results-based management tools. Candidates should have strong interpersonal, negotiation, and communication skills, with the ability to articulate complex issues to diverse audiences. Experience in networking and liaising with government counterparts, NGOs, and development partners is also required.

Educational Background:
An advanced degree in public health, social/health policy and planning, health systems, or other related social sciences is required for this position. This educational background is crucial for understanding the complexities of sexual and reproductive health and rights and for effectively managing related programs.

Experience:
Candidates should have a minimum of five years of professional experience, preferably in program management related to reproductive health or maternal health. Experience in implementing health programs within health sector SWAPs (Sector Wide Approaches) is highly desirable. Proven experience in coordinating and managing teams, as well as familiarity with results-based management tools, is essential for this role.

Languages:
Fluency in both Kiswahili and English is mandatory for this position. Proficiency in these languages is critical for effective communication and collaboration with various stakeholders, including government officials, NGOs, and community organizations.
