Job Overview:
The WASH Officer-Construction Engineer plays a crucial role in the planning and implementation of WASH activities in the Afar region of Ethiopia. This position is responsible for providing technical support to the WASH Project Manager and ensuring that WASH infrastructure projects are executed effectively and meet quality standards. The officer will collaborate with project officers and assistants to deliver timely and high-quality WASH programs. The role involves not only technical oversight but also community engagement and capacity building to ensure sustainable WASH practices. The officer will be involved in the design and planning of future projects, making this position integral to the organization's mission in the region.

Duties and Responsibilities:
The WASH Officer-Construction Engineer will have a wide range of responsibilities, including but not limited to: ensuring adherence to organizational policies and guidelines; preparing and developing status reports; conducting needs assessments and baseline studies; collating data from technical assistants; promoting safe WASH practices; supervising construction activities; preparing plans, designs, and cost estimates for WASH infrastructure; managing project timelines and budgets; conducting site assessments; coordinating with community leaders; providing technical assistance to staff and contractors; preparing progress reports; and representing the organization in WASH meetings. The officer will also be responsible for maintaining accurate records of project expenditures and liaising with sanitation and hygiene officers for successful implementation of related activities.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in monitoring and supervising WASH construction projects. A university degree in a relevant field such as Water Supply and Sanitation Engineering, Civil Engineering, or Environmental Engineering is required. Strong knowledge and experience in engineering and construction processes, including tendering and site monitoring, are essential. Previous experience in complex and volatile contexts is preferred. Candidates should also have strong report writing skills and proficiency in computer applications, particularly in word processing and spreadsheets. Familiarity with technical drawing software and project management tools is desirable.

Educational Background:
A university degree in Water Supply and Sanitation Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering, Construction Technology and Management, or a directly related field is required for this position. This educational background provides the necessary technical knowledge and skills to effectively manage WASH infrastructure projects and ensure compliance with relevant standards and procedures.

Experience:
The position requires a minimum of 3 years of relevant experience in monitoring and supervising WASH construction projects. Candidates should have a proven track record of working in similar roles, particularly in challenging environments. Experience in hygiene promotion within relief programs is also essential, as the officer will be involved in community engagement and capacity building efforts.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, fluency in Tigray and Afara languages is considered an advantage, as it will facilitate communication with local communities and stakeholders. Strong communication skills are essential for effectively conveying technical information and engaging with diverse groups.

Additional Notes:
The position is based in Berehale, Ethiopia, with a fixed-term contract duration of 6 months. The role involves significant travel (approximately 80%) within the region, which may include visits to refugee camps and IDP sites.
