Job Overview:
The Head of the Regional Development Dynamics Division will play a crucial role in leading the Development Centre's efforts to provide innovative policy solutions for sustainable growth and poverty reduction in developing countries and emerging economies. This position involves strategic leadership and vision, where the incumbent will shape and implement the Division's Programme of Work, ensuring that policy recommendations have a significant impact across regions such as Africa, Asia-Pacific, Latin America, and the Caribbean. The role requires overseeing the production of high-quality analytical outputs, acting as a thought leader in key research areas, and representing the Division in global forums to influence the international development agenda. The successful candidate will also be responsible for building partnerships with regional institutions and managing the Division's strategic and financial planning, fostering a collaborative team environment, and driving a sustainable fundraising strategy.

Duties and Responsibilities:
  • Strategic Leadership and Vision: Shape and implement the Division's Programme of Work, enhancing the impact of policy recommendations across targeted regions. Oversee the production of analytical outputs, ensuring quality in reports and policy papers. Act as a thought leader in areas such as financing for development and social inclusion. Provide strategic direction as part of the senior management team.
  • Stakeholder Engagement and Representation: Build partnerships with regional institutions and international organizations. Represent DEV and the OECD in global forums, promoting the Division's work. Advance regional cooperation through strategic partnerships.
  • Management and Coordination: Lead the Division's strategic and financial planning, ensuring optimal resource use. Cultivate a high-performing team environment, promoting continuous learning and innovation. Implement processes for recruitment and performance management, ensuring transparency and accountability. Develop a sustainable fundraising strategy to secure financial support for the Division's activities.

Required Qualifications:
  • Advanced university degree in economics, development economics, development studies, international relations, or a related field. A PhD is considered a strong asset.
  • At least 10 years of senior-level experience in sustainable development policy, particularly in developing countries and international contexts.
  • Proven ability to provide strategic leadership and manage complex projects in high-stakes environments.
  • Strong understanding of the economic, social, and political dynamics of emerging economies, with hands-on experience in at least one targeted region.
  • Demonstrated proficiency in fundraising, stakeholder engagement, and cultivating strategic partnerships with international organizations and governments.
  • Established experience in leading diverse, multicultural teams and driving organizational excellence.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as economics, development economics, development studies, or international relations. A PhD is highly desirable and would significantly enhance a candidate's profile for this position.

Experience:
The position requires a minimum of 10 years of senior-level experience in sustainable development policy, with a focus on designing and implementing strategies in developing countries and within an international context. Candidates should have a proven track record of providing strategic leadership, managing complex projects, and delivering results in fast-paced environments. Experience in engaging with diverse stakeholders and leading multicultural teams is essential.

Languages:
Fluency in one of the two OECD official languages (English or French) is mandatory, along with a commitment to achieving a good working knowledge of the other language. Knowledge of Spanish is considered a significant asset, enhancing the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
The closing date for applications is midnight on 27 March 2025 (CEST). The position is a three-year fixed-term appointment with the possibility of renewal. The OECD offers a competitive monthly base salary starting from 13,222 EUR, plus allowances based on eligibility, and is exempt from French income tax.
