Job Overview: The ICLA Project Officer plays a crucial role in supporting the Information, Counselling and Legal Assistance (ICLA) program in the north-western camps of Tanzania, specifically in Nyarugusu and Nduta. This position involves implementing information, counselling, and legal assistance services for refugees and host communities. The Project Officer is expected to engage in program development through assessments and stakeholder coordination, ensuring that the services provided are effective and meet the needs of the beneficiaries. The role also includes developing outreach strategies and ensuring the quality of legal assistance provided in accordance with NRC procedures. The Project Officer will work closely with the ICLA Project Coordinator to identify training opportunities for staff and support research initiatives that contribute to the development of the ICLA program.
Duties and Responsibilities: The ICLA Project Officer will have a variety of responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing the ICLA project portfolio according to the established plan of action; preparing and developing status reports for management; maintaining proper documentation and filing systems; promoting technical improvements; ensuring that project participants are those most in need; regularly reviewing and developing Standard Operating Procedures (SOPs) and guidelines; implementing monitoring and evaluation (M&E) activities; ensuring budget monitoring and efficient fund utilization; representing NRC in coordination forums; conducting analyses of refugee situations; supporting capacity building initiatives; and documenting ideas for program development. The Project Officer will also be responsible for managing a team that includes a Project Assistant and several refugee community staff, and will engage with various stakeholders including UNHCR, NGOs, and local authorities.
Required Qualifications: Candidates must possess a law degree in international humanitarian or refugee law, or a relevant educational background combined with professional experience in the field. A minimum of three years of humanitarian experience working with refugees or internally displaced persons at the field level is required. Candidates should have a strong understanding of international refugee law, national laws applicable to refugees, and SPHERE standards. Additionally, candidates should demonstrate documented results related to the responsibilities of the position and possess fluency in English, both written and verbal.
Educational Background: The educational background required for this position includes a law degree specifically in international humanitarian or refugee law. Alternatively, candidates may have a relevant educational background in a related field, provided they also have substantial professional experience in humanitarian contexts. This educational foundation is essential for understanding the legal frameworks that govern the rights and protections of refugees and displaced persons.
Experience: The ICLA Project Officer position requires a minimum of three years of experience working in humanitarian settings, particularly with refugees or internally displaced persons.
