Job Overview:
The National Consultant will play a crucial role in supporting the International Consultant during the evaluation of the second phase of the UK ISF Project, which focuses on strengthening prevention and response to violence against women and girls in Central Asia. This position requires a deep understanding of gender equality and gender-based violence (GBV) issues, as well as the ability to engage with various stakeholders, including government entities, UNFPA staff, and local civil society organizations. The consultant will be responsible for contributing to the methodological design of the evaluation, participating in data collection and analysis, and ensuring that the evaluation adheres to the UNFPA Evaluation Handbook. The consultant will also be expected to provide substantive inputs throughout the evaluation process, ensuring that the evaluation results are relevant and useful to a wide range of stakeholders, including UNFPA headquarters and the UN Country Team.

Duties and Responsibilities:
The consultant will be responsible for providing expertise on gender equality and GBV prevention and response, focusing on the human rights of women and girls, including their sexual and reproductive rights. Key responsibilities include:
  • Contributing to the methodological design of the evaluation and developing the evaluation work plan.
  • Participating in meetings with the Evaluation Manager and UNFPA staff to discuss evaluation progress and challenges.
  • Conducting document reviews and interviews with stakeholders to gather qualitative data.
  • Facilitating group discussions to collect diverse perspectives on GBV and gender equality issues.
  • Analyzing data collected during the evaluation process and contributing to the development of evaluation deliverables.
  • Ensuring that the evaluation process aligns with the UNFPA Evaluation Handbook and adheres to international norms and standards.

Required Qualifications:
Candidates must possess a Master's degree in social sciences, gender studies, public health, public policy, medicine, or a related field. Additionally, candidates should have at least 5-7 years of experience in conducting evaluations, reviews, assessments, or research studies in the field of international development. A strong understanding of gender issues, GBV prevention and response, and experience working with multidisciplinary teams is essential. Familiarity with the national development context of Central Asia and knowledge of UNFPA's mandates and activities will be advantageous.

Educational Background:
A Master's degree in social sciences, gender studies, public health, public policy, medicine, or a related field is required for this position. This educational background provides the necessary theoretical framework and analytical skills needed to address complex issues related to gender equality and GBV.

Experience:
Candidates should have a minimum of 5-7 years of relevant experience in conducting evaluations, assessments, or research studies within the context of international development. This experience should include substantive knowledge of gender issues, GBV prevention and response, and the ability to work effectively with diverse teams and stakeholders.

Languages:
Fluency in written and spoken English and Russian is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with local stakeholders and communities.
