Job Overview:
The Conduct and Discipline Officer will play a crucial role in the Conduct and Discipline Team (CDT) of MINUSCA, primarily focusing on preventing and addressing misconduct, particularly in relation to sexual exploitation and abuse. The officer will be responsible for conducting risk assessments to identify potential misconduct cases, analyzing trends and patterns, and recommending measures to mitigate risks. This position requires a proactive approach to policy development and awareness-building initiatives aimed at enhancing the mission's objectives. The officer will also be involved in reviewing allegations of misconduct, documenting complaints, and liaising with various stakeholders to ensure a thorough and impartial examination of cases. Additionally, the officer will support the implementation of the Secretary General's victims-centered approach, ensuring that victims' needs are assessed and referred to appropriate services. Duties and Responsibilities:
The Conduct and Discipline Officer will be responsible for a wide range of duties, including but not limited to: conducting risk assessments to identify potential misconduct cases; analyzing trends and patterns related to conduct and discipline issues; reviewing allegations of misconduct and documenting complaints; gathering and analyzing information to determine the need for further investigation; supporting the implementation of the Secretary General's victims-centered approach; coordinating with relevant entities to ensure victims' needs are met; monitoring the quality of assistance provided to victims; developing and implementing awareness-raising programs on conduct and discipline matters; conducting quantitative research and analysis on the application of UN policies; maintaining a data management system for personnel misconduct; preparing various written outputs such as reports and presentations; establishing and maintaining partnerships with UN and other actors; and engaging in day-to-day coordination with other mission components.

Required Qualifications:
Candidates must possess a strong understanding of the UN's mandate and strategic direction, particularly in the fields of conduct and discipline, law, human rights, and social sciences. Proficiency in the relevant institutional mandates, policies, and guidelines is essential. The ideal candidate should demonstrate strong analytical skills, the ability to work independently, and good judgment in complex situations. A commitment to gender perspectives and the equal participation of women and men in all areas of work is also required.

Educational Background:
An advanced university degree (Master's degree or equivalent) in administration, communication, social sciences, political science, law, human rights, human resources management, or related fields is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of an advanced degree.

Experience:
Candidates must have a minimum of five years of progressively responsible experience in conduct and discipline, law, human rights, or human resources management, with at least five years of experience for those holding a master's degree or seven years for those with a bachelor's degree. Experience in data management, including gathering and analyzing information, is required. Familiarity with UN rules and regulations related to conduct and discipline, as well as experience in UN peacekeeping missions, is desirable. Hands-on experience in administrative, labor, criminal, or military law is also advantageous.

Languages:
Fluency in both English and French is required, as these are the working languages of the United Nations Secretariat. Candidates must be able to communicate effectively in both languages, both orally and in writing.
