The Danish Refugee Council (DRC) is a prominent protection agency established with the mission to protect, advocate for, and promote durable solutions for populations affected by displacement. DRC has been operational in Ukraine since 2014 and currently employs over 800 staff members across the country. The organization is planning a significant scale-up in 2025 to enhance its emergency response capabilities in various sectors, including Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding. DRC aims to adapt its durable solutions portfolio to meet the evolving needs of the communities it serves, utilizing direct interventions, support to duty bearers, and partnerships with civil society organizations (CSOs).

Job Overview:
The Shelter and Settlement Team Leader will work under the management of the Shelter and Settlement Manager, ensuring the efficient and effective implementation of programs related to shelter and settlement. This role involves providing technical support and coordination for rehabilitation activities, managing and supervising the Shelter team, and ensuring the quality of planning, implementation, and follow-up of all technical aspects of the sector activities. The Team Leader will also be responsible for fostering good relationships with stakeholders, ensuring effective planning and execution of sector activities, and examining local construction materials and methods to optimize assistance to beneficiaries. This position is crucial for maintaining the quality and effectiveness of DRC's shelter initiatives in the region.

Duties and Responsibilities:
The primary duties and responsibilities of the Shelter and Settlement Team Leader include:
  • Supervision and Management: Overseeing the Shelter team, providing technical support and guidance, ensuring quality planning and implementation of sector activities, developing relationships with stakeholders, and ensuring timely execution of fieldwork.
  • Programming & Operations: Ensuring efficient program implementation in line with budget and work plans, providing technical support for shelter activities, and coordinating with construction companies to meet DRC quality standards.
  • Coordination and Representation: Collaborating with internal and external technical experts, representing DRC at relevant meetings, and ensuring integration with other DRC sectors.
  • Project Development: Developing project tools, plans, and budgets for funding, and overseeing project implementation, reporting, and evaluation.
  • Logistics/Finance: Monitoring financial commitments and expenditures, ensuring compliance with Ukrainian legislation and DRC requirements, planning logistics for staff movements, and initiating purchases.

Required Qualifications:
To qualify for this position, candidates must possess a minimum of 2 years of management experience, preferably in humanitarian response within an international NGO, UN agency, relevant ministry, or local authority. Additionally, candidates should have at least 2 years of practical experience in the sector area with an International NGO and a minimum of 3 years of professional experience as an engineer managing construction projects or similar roles. Candidates are also expected to demonstrate strong computer literacy, particularly in MS Word, Excel, and PowerPoint, with skills in GIS software and AutoCAD considered an asset.

Educational Background:
Candidates should have a relevant educational background that aligns with the responsibilities of the position. This typically includes a degree in engineering, architecture, or a related field that provides the necessary technical knowledge and skills for managing shelter and settlement projects.

Experience:
The position requires a minimum of 2 years of management experience in a humanitarian context, with a preference for candidates who have worked with international NGOs or UN agencies. Additionally, candidates should have at least 3 years of professional experience in engineering roles related to construction projects, demonstrating a solid understanding of the technical aspects of shelter and settlement work.

Languages:
Fluency in English at an upper-intermediate level is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and beneficiaries.
