Job Overview:
The National Programme Management Specialist plays a crucial role in managing the development, implementation, monitoring, and reporting of the Gender-Based Violence (GBV) and Ending Violence Against Women and Girls (EVAWG) programme for the UN Women Country Office in Papua New Guinea. This position is vital for ensuring that the programme aligns with the strategic priorities outlined in the UN Sustainable Development Cooperation Framework (UNSDCF) and contributes to the broader goals of gender equality and women's empowerment. The specialist will provide technical support for the implementation of the Country Office programme, oversee monitoring and reporting activities, manage budget and personnel for the programme team, and build partnerships to enhance resource mobilization strategies. The role also involves knowledge management and capacity building efforts to ensure effective advocacy and implementation of gender-responsive initiatives.

Duties and Responsibilities:
  • Manage the development and implementation of the GBV/EVAWG programme, ensuring alignment with UN Women’s strategic priorities and the UNSDCF.
  • Provide technical support to the Country Office programme implementation, ensuring adherence to UN Women’s policies and procedures.
  • Oversee the monitoring and reporting processes for the programme, ensuring timely and accurate data collection and analysis.
  • Manage the budget and personnel for the programme team, ensuring effective resource allocation and utilization.
  • Build and maintain partnerships with civil society organizations, government agencies, and other stakeholders to enhance advocacy efforts and resource mobilization.
  • Facilitate knowledge management efforts, including the documentation of best practices and lessons learned from programme implementation.
  • Engage in capacity building initiatives for civil society organizations to advocate for gender equality and the elimination of violence against women and girls.
  • Contribute to the development of strategies to engage men and boys in promoting gender equality and preventing violence against women.
  • Analyze trends and opportunities related to fundraising and develop strategies to enhance resource mobilization efforts.

Required Qualifications:
  • Proven experience in programme formulation, implementation, monitoring, and evaluation, particularly in the context of gender equality and women's empowerment.
  • Strong knowledge of Results-Based Management principles and practices.
  • Demonstrated ability to synthesize program performance data and produce analytical reports for strategic decision-making.
  • In-depth understanding of Gender-Based Violence programming and support mechanisms.
  • Strong analytical skills with the ability to identify and analyze trends, opportunities, and threats to fundraising.

Educational Background:
A Master's degree in social sciences, gender studies, international development, or a related field is required. A Bachelor's degree with additional years of relevant experience may be considered in lieu of a Master's degree.

Experience:
A minimum of 5 years of progressively responsible experience in programme management, particularly in the areas of gender equality, women's empowerment, and violence against women. Experience working with UN agencies or international organizations is an asset.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Papua New Guinea is an asset and may enhance communication with local communities and stakeholders.

Additional Notes:
This position is full-time and based in Port Moresby, Papua New Guinea. The role may involve travel within the country to support programme implementation and stakeholder engagement.
