Job Overview:
The Programme Management Officer position is situated within the Program Planning and Operations Division of ECLAC. The officer will report directly to the Chief of the Project Management Unit and will be responsible for overseeing the development, implementation, and evaluation of assigned programs and projects. This role requires a proactive approach to monitoring and analyzing program/project development, identifying issues, and proposing corrective actions. The officer will also engage in consulting assignments, facilitating workshops, and assisting clients in managing change. The position demands strong analytical skills to research and present information from diverse sources, assist in policy development, and prepare various written outputs such as reports and publications. The officer will also coordinate budget-related activities and conduct outreach activities, including training workshops and seminars. The role is integral to ensuring effective program management and requires collaboration with various stakeholders.

Duties and Responsibilities:
The Programme Management Officer will have a comprehensive set of responsibilities, including:
  • Participating in the development, implementation, and evaluation of assigned programs/projects, monitoring progress, and analyzing outcomes.
  • Conducting consulting assignments in collaboration with clients, facilitating workshops, and assisting in developing actionable plans.
  • Researching, analyzing, and presenting information from various sources to support decision-making.
  • Assisting in policy development through the review and analysis of trends and issues.
  • Designing data collection tools and interpreting survey responses to identify problems and prepare conclusions.
  • Preparing written outputs such as background papers, analyses, and sections of reports.
  • Providing substantive support to meetings and conferences, including document preparation and participant identification.
  • Conducting outreach activities and training workshops, making presentations on relevant topics.
  • Participating in field missions and providing guidance to external consultants and government officials. 1
  • Coordinating budget and funding activities, preparing related documents and reports. 1
  • Collecting and analyzing data to identify trends and provide insights through data visualization methods. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate a strong understanding of project management principles and practices, as well as familiarity with data analysis techniques.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in a relevant field such as business administration, management, or economics. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Additionally, completion of programs in data analytics or related fields is considered an asset.

Experience:
Candidates are required to have at least five years of progressively responsible experience in project or program management, administration, or a related area. Experience working with national governments or international organizations in program/project management is essential. Desirable qualifications include two or more years of experience in data analytics or a related field, showcasing the ability to manage complex projects and collaborate with diverse stakeholders.

Languages:
Fluency in both English and Spanish is required for this position, as English and French are the working languages of the United Nations Secretariat, while Spanish is a working language of ECLAC. Proficiency in additional languages may be considered an asset but is not mandatory.
