Job Overview:
The consultant will be responsible for conducting a comprehensive and independent Mid-Term Review (MTR) of a project aimed at improving integrated solid waste management (ISWM) practices and promoting circular economy principles. The MTR will evaluate the project's progress, challenges, and effectiveness in achieving its stated objectives, providing evidence-based findings and actionable recommendations to enhance project implementation. The review will assess the project's relevance, efficiency, effectiveness, impact, and sustainability, focusing on advancing ISWM and ensuring alignment with UNEP's Medium-Term Strategy (MTS) outcomes and global waste management goals. The consultant will engage with stakeholders to gather insights, assess the project's contributions to reducing environmental pollution, and evaluate the inclusivity of stakeholder engagement strategies, particularly in integrating gender considerations into waste management activities. The consultant's expertise in ISWM and circular economy approaches will be crucial in ensuring a thorough examination of the project's implementation and its alignment with UNEP's strategic priorities.
Duties and Responsibilities:
The consultant will undertake a variety of tasks to ensure the effective execution of the MTR, including:
- Conducting a comprehensive review of project documents and outputs to assess alignment with objectives and UNEP's MTS.
- Engaging with stakeholders through interviews, focus group discussions, and consultations to gather insights on project performance and stakeholder perceptions.
- Evaluating the project's effectiveness, efficiency, and sustainability, including its impact on reducing open burning and dumpsites.
- Identifying challenges and providing actionable recommendations to optimize project performance.
- Preparing a comprehensive Mid-Term Review report that captures all findings, analyses, and recommendations, including an executive summary and detailed evaluation of project performance.
- Developing a stakeholder engagement plan and ensuring inclusivity in the review process.
- Presenting findings and recommendations to UNEP and stakeholders, facilitating knowledge-sharing discussions to enhance ongoing and future initiatives.
Required Qualifications:
The consultant must possess a Master's degree or equivalent in environmental science, engineering, sustainable development, public policy, or a related field. Additionally, the consultant should have at least 7 years of professional experience in integrated solid waste management, circular economy approaches, or related fields. Demonstrated experience in conducting project evaluations, including mid-term or final reviews, using internationally recognized methodologies and frameworks is essential. Strong knowledge of global, regional, and national waste management policies, including familiarity with UNEP's Medium-Term Strategy and other relevant international environmental conventions, is required. Proven expertise in stakeholder engagement and capacity building, particularly in developing countries or countries in transition, is also necessary. Experience in integrating gender considerations into waste management strategies and conducting gender analyses is highly desirable, along with excellent analytical and report-writing skills.
Educational Background:
A Master's degree or equivalent in the field of environmental science, engineering, sustainable development, public policy, or a related field is required for this position. This educational background will provide the necessary theoretical foundation and understanding of the complex environmental issues that the consultant will be addressing in the Mid-Term Review.
Experience:
The consultant should have a minimum of 7 years of professional experience in integrated solid waste management, circular economy approaches, or related fields. This experience should include conducting project evaluations, particularly mid-term or final reviews, using internationally recognized methodologies and frameworks. The consultant must demonstrate strong knowledge of waste management policies and practices at global, regional, and national levels, as well as experience in stakeholder engagement and capacity building in developing contexts.
Languages:
Fluency in English is required, with excellent written and verbal communication skills. Proficiency in another UN language (e.g., French, Spanish) is considered an advantage, particularly for engagement in regional contexts. This linguistic capability will enhance the consultant's ability to communicate effectively with diverse stakeholders and facilitate inclusive participation in the review process.

The expected duration for this contract is three (3) months over a four (4) month period, with a part-time commitment. The expected start date is 1 April 202
