Job Overview:
The Programme Management Officer position is crucial for leading the implementation, monitoring, and evaluation of various programs and operations within the assigned functional area. The incumbent will report to the Senior Human Settlements Officer/Head of Country Office and will collaborate closely with other project managers. This role is situated within the Regional Office for Africa under the Somalia Country Programme, where the focus is on addressing the complexities of urbanization and displacement in Somalia. The officer will be responsible for developing, implementing, and evaluating assigned programs/projects, ensuring that they align with the overall goals of UN-Habitat. This includes conducting research, analyzing data, and presenting findings to inform decision-making and policy development. The role also involves coordinating outreach activities, conducting training workshops, and providing substantive support to meetings and conferences.
Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include: developing, implementing, and evaluating assigned programs/projects; monitoring and analyzing program/project development and implementation; reviewing relevant documents and reports; identifying problems and initiating corrective actions; liaising with relevant parties; performing consulting assignments in collaboration with clients; researching and analyzing information from diverse sources; coordinating policy development; generating survey initiatives; designing data collection tools; organizing and preparing written outputs; providing substantive backstopping to meetings and conferences; initiating and coordinating outreach activities; leading field missions; supporting resource mobilization for the country program; coordinating budget-related activities; collecting and analyzing data to identify trends; and performing other related duties as required.
Required Qualifications:
The position requires an advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, urban and regional planning, economics, or physical sciences relevant to the development and management of human settlements. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should possess knowledge and understanding of theories, concepts, and approaches relevant to project or program management, as well as the ability to identify and analyze issues and participate in their resolution.
Educational Background:
Candidates must have an advanced university degree (Master’s degree or equivalent) in a relevant field such as architecture, civil engineering, urban and regional planning, economics, or physical sciences related to human settlements. Alternatively, a first-level university degree along with two additional years of qualifying work experience may be accepted. Additionally, completion of programs in data analytics or related fields is considered a plus.
Experience:
A minimum of seven years of progressively responsible experience in human settlements, project or program management, or a related field is required. Experience in post-conflict environments and direct work with governments in urban development contexts is essential. Familiarity with durable solutions and urban resilience in post-conflict settings is desirable. Experience in human settlements development, project/design" style="border-bottom: 1px dotted #007bff !important;">program design, and implementation with the UN or similar international organizations is also preferred. Furthermore, two or more years of experience in data analytics or related areas is advantageous.
Languages:
Fluency in English is required for this position, as it is the working language of the United Nations Secretariat. Knowledge of another United Nations official language, such as French, is desirable. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge is defined as a rating of 'confident' in two of the four areas.

This is a project post with an appointment period of one year, which may be subject to extension.
