Job Overview:
The Programme Management Senior Officer (National Coordinator) will oversee the Global Environment Facility’s Small Grants Programme (SGP) in Malaysia, which is currently in its 7th Operational Phase. This role involves effective technical, financial, and operational management of the SGP portfolio, building a cohesive Country Programme team, and fostering collaboration with the National Steering Committee and UNDP Country Office. The incumbent will mobilize resources, establish partnerships, and facilitate knowledge management to ensure the successful implementation of community-based initiatives aimed at addressing global environmental challenges. The position requires a proactive approach to managing the SGP's grant allocations, ensuring adherence to operational procedures, and maintaining financial integrity while promoting the visibility and value of the SGP.

Duties and Responsibilities:
The incumbent will be responsible for supervising the SGP Country Programme team, preparing and implementing annual work plans, managing grant allocations, and ensuring compliance with operational procedures. Key duties include conducting stakeholder workshops, monitoring project implementation, preparing reports, and coordinating administrative tasks. The role also involves resource mobilization, establishing partnerships with stakeholders, and documenting lessons learned and best practices. The Programme Management Senior Officer will be expected to maintain close relationships with civil society organizations and local communities, ensuring that projects align with SGP's strategic initiatives and contribute to the Sustainable Development Goals.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as environment or natural resource management, environmental economics, or business administration, along with two years of relevant experience. Alternatively, a first-level university degree (Bachelor’s or equivalent) with four years of relevant experience is acceptable. Relevant experience should include program management in environmental and development work, particularly within GEF-SGP thematic areas. Strong managerial skills, analytical abilities, and interpersonal skills are essential for this role.

Educational Background:
An advanced university degree (Master’s or equivalent) in environment or natural resource management, environmental economics, development, business administration, or a related discipline is required. A first-level university degree (Bachelor’s or equivalent) is acceptable with additional relevant experience. Candidates should demonstrate a strong understanding of environmental issues and development work, particularly in relation to community-based initiatives.

Experience:
Candidates should have relevant experience in environmental and development work, particularly in program management. Experience should include specialized knowledge in GEF-SGP thematic areas at the national level. Managerial experience, including team leadership and project oversight, is highly desirable. Strong analytical, writing, and communication skills are also necessary for success in this role.

Languages:
Fluency in the official national language (Malay) is required, along with fluency in English. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.

Additional Notes:
This position is a local role, and only applicants with Malaysian nationality are eligible for consideration. The contract type is an Individual Contractor Agreement (ICA) at the Local level (L-ICA 9), with a duration until 30 June 2025, subject to renewal based on funding availability and satisfactory performance.
