Job Overview:
The Quality Engineering Technician - Senior Assistant will play a vital role in supporting the technical design, feasibility studies, and quality control of public works activities at the field level. This position is integral to the implementation of the Productive Safety Net for Socioeconomic Opportunities Project (SNSOP), which aims to address poverty, vulnerability, and unemployment among youth in South Sudan. The incumbent will monitor the implementation of public works, guide community selection of cost-effective sub-projects, and ensure compliance with environmental and social safeguards. The role requires collaboration with various stakeholders, including community mobilization assistants and government officials, to ensure effective project execution. The Quality Engineering Technician will also contribute to the formation of supervisory structures for public works and support training initiatives at the grassroots level, ensuring that safety principles are applied throughout the project.

Duties and Responsibilities:
The duties and responsibilities of the Quality Engineering Technician - Senior Assistant include monitoring the implementation of all identified public works, guiding the community in selecting cost-effective sub-projects, and ensuring that environmental and social safeguards are implemented in all public works activities. The incumbent will provide overall guidance to community mobilization assistants and clerks, contribute to the formation of a public works supervisory structure, liaise with the State Ministry of Physical Infrastructure, and ensure the proper distribution of tools to project sites. Routine checks of tool storage facilities and periodic verification of tools will also be part of the responsibilities. The technician will support training provision at the grassroots level, implement safety rules for public works activities, and contribute to the monitoring and evaluation system of the Public Works program. The impact of this role is significant, as it ensures that labor-intensive public work activities comply with project social and environmental safeguards, addressing issues proactively at the field site.

Required Qualifications:
Candidates must possess a Secondary School Certificate as a minimum requirement. A Diploma in Civil Engineering, Agricultural Engineering, or a related field is advantageous and may substitute some required years of experience. A Bachelor's Degree in Civil Engineering, Agricultural Engineering, or a related field is also acceptable, with one year of experience being an added advantage. The position requires a minimum of five years of professional experience in public works activities with a Secondary School Certificate, two years with a Diploma, or one year with a Bachelor's Degree. Strong communication skills in English, both written and oral, are essential, along with experience in implementing World Bank-funded projects and skills in engineering.

Educational Background:
The educational background required for this position includes a Secondary School Certificate, with additional qualifications such as a Diploma in Civil Engineering or Agricultural Engineering being beneficial. A Bachelor's Degree in a relevant field is also acceptable, with varying levels of experience required based on the educational attainment. The emphasis is on practical experience in public works activities, particularly in contexts similar to those encountered in South Sudan.

Experience:
The position requires a minimum of five years of professional experience in public works activities for candidates with a Secondary School Certificate. For those with a Diploma, a minimum of two years of experience is required, while candidates with a Bachelor's Degree must have at least one year of relevant experience. Experience in implementing projects funded by the World Bank is particularly valuable, as it aligns with the objectives of the SNSOP project.

Languages:
Fluency in written and oral English is mandatory for this position. Knowledge of Local Arabic or other local languages is desired, as it can enhance communication with community members and stakeholders in South Sudan.

The contract type for this position is a Local Individual Contractor Agreement (LICA), specifically at the LICA-5 level.
