Job Overview:
The Programme Specialist, Sexual and Reproductive Health (SRH) plays a crucial leadership role in managing and coordinating comprehensive programs related to sexual and reproductive health and rights. This includes areas such as maternal health, family planning, and HIV prevention, while also ensuring the integration of human rights and disability inclusion into the work of UNFPA Tanzania Country Office. The position supports national efforts to achieve universal access to sexual and reproductive health by promoting policy commitments and securing domestic financing for long-term sustainability of sexual and reproductive health and rights (SRHR). The Programme Specialist will lead the SRHR team, collaborate with operations and administrative support staff, and report directly to the Deputy Representative, under the overall supervision of the Representative. This role is vital in advancing UNFPA's strategic plan (2022-2025), which focuses on ending preventable maternal deaths, unmet needs for family planning, and gender-based violence, while addressing the impacts of the Covid-19 pandemic on women's and girls' access to SRHR.

Duties and Responsibilities:
  • Policy Dialogue and Thought Leadership: Represent UNFPA in strategic meetings to advocate for the development and implementation of policies for SRHR. Engage in discussions on sector reform and provide technical input for advocacy documents.
  • National Capacity Development: Support national capacity development in SRHR through assessments and capacity-building sessions for implementing partners. Guide and orient executing agencies in effective program implementation.
  • Partnerships and Resource Mobilization: Contribute to resource mobilization strategies by analyzing potential donors and preparing project proposals. Represent UNFPA at inter-agency meetings and build strategic alliances with relevant institutions.
  • Programme Management and Coordination: Provide leadership in designing programs that translate UNFPA's mandate into local interventions. Monitor and evaluate program results, ensuring effective utilization of resources.
  • Supervision and Performance Management: Coach and manage staff, ensuring compliance with policy guidelines.
  • Knowledge Management: Share information on SRHR with partners, document lessons learned, and provide technical support to national and international partners.

Required Qualifications:
Candidates must possess an advanced degree in public health, social/health policy and planning, health systems, or related social sciences. They should have at least five years of professional experience in program management related to reproductive health and maternal health, with demonstrable technical expertise in SRHR. Proven experience in coordinating teams and managing resources is essential, along with strong interpersonal and communication skills. Candidates should also have experience in writing proposals and mobilizing resources, as well as familiarity with Microsoft Office and web-based management systems.

Educational Background:
An advanced degree in public health, social/health policy and planning, health systems, or other related social sciences is required for this position. This educational background is crucial for understanding the complexities of sexual and reproductive health and rights, as well as the ability to engage in policy dialogue and program management effectively.

Experience:
The position requires at least five years of professional experience, preferably in program management related to reproductive health and maternal health. Candidates should have a strong track record of implementing health programs, particularly in the context of health sector SWAPs (Sector Wide Approaches). Demonstrated results orientation and experience in using results-based management tools are essential, along with the ability to coordinate and manage teams effectively.

Languages:
Fluency in Kiswahili and English is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and the community, ensuring that the objectives of the SRHR programs are met and that advocacy efforts are successful.
