Job Overview: The HR Analyst, Client Services will play a crucial role in coordinating and administering the recruitment of locally recruited staff within the Regional and Country Offices. This position requires a proactive approach to support the HR Business Partner in delivering high-quality HR services and programs. The HR Analyst will be responsible for managing the full employment lifecycle, which includes recruitment, onboarding, performance management, career development, and exit management processes. The role demands a strong focus on HR analytics, metrics, and systems to ensure effective HR service delivery. The HR Analyst will also be expected to engage with various stakeholders to understand their HR needs and ensure compliance with UNFPA policies and objectives. This position is vital for maintaining the integrity of HR processes and enhancing the overall efficiency of HR operations within the organization.
Duties and Responsibilities: The HR Analyst will be responsible for coordinating the execution of the full employment lifecycle, which includes:
Coordinating recruitment aspects of staff planning, evaluating structure, job design, and recruitment projections.
Monitoring and updating recruitment plans as required.
Participating in operating meetings to understand business needs.
Administering recruitment delivery to minimize time to fill vacancies and improve processes.
Ensuring compliance with UNFPA HR policies and objectives.
Supporting recruitment drives and corporate batch hiring processes.
Coordinating appointment and exit processes.
Assembling onboarding materials and training non-HR staff on recruitment policies.
Assisting with contracting recruitment agencies and ensuring adherence to procurement and financial reporting. 1
Tracking HR metrics to measure effectiveness of HR activities. Additionally, the HR Analyst will partner with stakeholders for compliance and program delivery, perform ongoing learning needs analyses, and support the provision of HR client services to the Regional Office and Country Offices.
Required Qualifications: Candidates must possess an advanced university degree in human resources, business administration, public administration, or a related discipline. They should have at least two years of relevant work experience in human resources, particularly in recruitment and HR client services. A strong understanding of HR policies and their application throughout the employment lifecycle is essential. Proficiency in HR systems and software applications, along with strong analytical skills and mastery of current office software, is required. Excellent organizational skills, multitasking abilities, and communication skills are also necessary, including experience in drafting reports and preparing presentations. Candidates must demonstrate the ability to handle sensitive information and work effectively with senior management and project teams.
Educational Background: An advanced university degree in human resources, business administration, public administration, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of human resources management and the specific needs of the UNFPA.
Experience: The position requires a minimum of two years of relevant work experience in human resources, with a focus on recruitment and HR client services.
