Job Overview:
The Technical Advisor position within the Advisory Technical Group of ATscale involves providing strategic and technical advice on prosthetics and orthotics services. The role is crucial in aligning priorities with ATscale's overall goals, identifying gaps in the assistive technology sector, and developing comprehensive strategies to enhance service delivery. The incumbents will engage in high-level discussions, contribute to the annual work plan, and participate in consultative meetings with specialized organizations. This position requires a deep understanding of the assistive technology landscape, particularly in low- and middle-income countries, and the ability to evaluate proposals against established criteria. The role is designed for individuals who can navigate complex health systems and advocate for the integration of assistive technology into broader health and rehabilitation services.

Duties and Responsibilities:
  • Provide strategic and technical advice on setting priorities aligned with ATscale’s goals.
  • Identify gaps in assistive technology services and propose actionable solutions.
  • Develop sector-wide strategies that are adaptable and responsive to changing needs.
  • Strengthen the capacity of country implementing partners in specific thematic areas.
  • Contribute to the development of ATscale’s annual work plan.
  • Scope potential interventions and draft terms of reference for proposals.
  • Organize and participate in consultative meetings with relevant stakeholders.
  • Conduct thorough evaluations of proposals based on alignment with ATscale priorities and programmatic merit.

  • Undertake additional duties as required, including potential travel for in-person meetings or reviews.

Required Qualifications:
  • Advanced degree (Master's or higher) in rehabilitation fields such as physiotherapy, occupational therapy, or prosthetics and orthotics.
  • A Bachelor's degree in a related field combined with 2 years of relevant experience may be accepted in lieu of an advanced degree.
  • Minimum of 7 years of experience in assistive technology, public health, rehabilitation, or related fields.
  • Proven experience in prosthetic and orthotic policies and services, particularly in low- and middle-income countries.
  • Demonstrated ability to provide technical advice for assistive technology programs.
  • Familiarity with large-scale health or education programs and experience in the disability sector.
  • Strong technical writing skills and a publication record in peer-reviewed journals are essential.
  • Experience in engaging with government stakeholders and international organizations in LMIC contexts is crucial.

Educational Background:
Candidates must possess an advanced degree (Master's or above) in rehabilitation or a related field. A Bachelor's degree in the same or a related field, combined with additional relevant work experience, may be considered equivalent to an advanced degree. The educational background should reflect a strong foundation in assistive technology and rehabilitation practices.

Experience:
The position requires a minimum of 7 years of combined experience in assistive technology, particularly in public health, rehabilitation, and disability sectors. Candidates should have a proven track record in prosthetics and orthotics services, especially in low-resource settings. Experience in international development, humanitarian aid, or working with UN organizations or NGOs in rehabilitation is highly desirable. Familiarity with disability rights and the Convention on the Rights of Persons with Disabilities is also important.

Languages:
Fluency in English, both written and spoken, is mandatory. Knowledge of other UN languages is considered an advantage, enhancing the candidate's ability to communicate in diverse environments and with various stakeholders.

Additional Notes:
The position is offered as a retainer contract, with no guaranteed minimum number of working days, and the workload will depend on ATscale's needs. The contract type is an Individual Contractor Agreement (ICA), with an initial duration of one year, subject to renewal based on performance and funding availability.
